County is a most important level of local regime in present China. County, whose continual use can be backdated to 2000 years ago, has made the great influence and effects on the administration of all the past dynasties, and has become an effective level indispensable to central government's administration and domination over locality. With the present relationships between all administrative levels, County combines the superior and the inferior ones or the macro and the micro, playing a crucial connecting role in the country regime as well as the party structure. It is through County that every policy, decision, and mission can be carried out; on the other hand, it is also through County that the public opinions, proposals and requirements can be fed back to superior organs. In addition, County represents country's direct administrative function of the economic and social development inside its administrative region. Now, as the main body of areal society and economic development, County has been experiencing the gradual transformation from a passive executor to an actor pursuing its own interests, becoming more and more self-governed and independent.Qua the core in County's administrative behavior, the decision-making of China County is absolutely of great significance to be researched. Current studies in decision mainly concentrate on the central government; while most of existing researches taking County as a microcosmic analytic unit is basic and static, which namely describe the current politics and administration with system transformation. It is eagerly required to angle the research toward administration and decision-making, and to apply the western advanced decision-making theory to County practice. County regime possesses so much freedom in decision-making that all over the country about 2000 counties each has its own particularities, but no doubt there exist some commonness and rules they actually do follow. The dissertation integrates the survey materials into the course analysis of County decision-making, attempting to make up the deficiency in this domain.
