The government credit is the public assessment of the government's willingness and ability and act to fulfill its responsibility and, it is the agent credit that occurs in the political relationship of agency on commission as well as the public trust on the government. As one of the rare social resources, its deep-rooted causes mainly lay in the agent relationship itself and the risks both of representative and constituent. The risk of government credit, generally speaking, couldn't be easily overcomed.While, there are some reasonable effects just because of its rarity, it is needed and can also push forward the political and the economic development in one society. It can reduce the transaction costs, push forward the market-oriented development; strengthen the government's legitimacy and push forward the process of rule of law; make progress in the public welfare and the establishment of the harmonious society. So the effects of the government credit couldn't be neglected in the development of the society. There is a controversy between the limitless of the parents-government credit and the limit of its abilities; it restricts the government to fulfill its credit promise. While, the marked-oriented responsible government should restrict the sphere of the government credit in order to lift its ability to fulfill its responsibility so as to maintain and lift the government credit.Each society and government should make great efforts to its credit construction, so emphasis should be laid on the management of the government credit, and reset the government's responsibility to build modern service-fulfilling government, so the restrict rules and incentive regulations should be constructed and perfected. We should also strengthen the moral preachment for the government members, especially the credit moral. There is a close ties between the government credit and the public understanding of the government's motives and activities.
