Acting on foundation and gist of e-government study, government modeling will help us to understand complex government management and work way, and offer reference and design thereunder for e-government information systems designing and empoldering, provide thought for present government change to e-government.The paper introduces basic theory of e-government and government, and understands presently transforming environment of government by world government transform thinking and tide and review and expectation of Chinese government reformation process. But those qualitative understand are insufficiency to know government, and we need more detailed tools and methods to help us to understand government. The tool is government model and modeling.
