A Study Of E-Government Construction Based On Government Knowledge Management In Shenyang, Liaoning Province

With the rapid development of economic globalization and information network, knowledge has become a major resource which promotes social progress and development. Therefore, the ability of knowledge management becomes a core element in various social organizations. The government, as a major social organization in social development, requires more knowledge management to enhance its ruling ability and the administrative efficiency so as to form a knowledge-type government relying on knowledge management. E-government, as a product of the development of network information, has become a major administrative means in government management and operation. The construction of e-government, however, only stays on the technical level at present. Therefore, It is important to combine the important concept of government knowledge management and the theory of knowledge management with the construction of e-government so as to create a knowledge government, e-government and to improve the efficiency and public satisfaction.Under the groundwork of literature research, this paper first analyzes the definition of Government Knowledge Management and its process from the system theory. On the basis of systematical organization and analysis of previous study on e-government, this paper attempts to explore theory and operation model of e-government construction based on government knowledge management from the perspective of knowledge management. After a study on the present situation of the e-government development in five districts of Shenyang city, Liaoning Province, this paper directly and thoroughly presents the problems existing in current construction of e-government in China. Combined with the relevant theory of government management knowledge, this paper makes a research on the construction of the model of e-government system for a knowledge-type government from the perspective of government knowledge management. Government, public servants and government resources are integrated into a dynamic system of knowledge. Through the acquisition, analysis, share, innovation of knowledge, the knowledge innovation ability of government members is raised to realize optimal management and service effect and to establish a e-government platform that users as the center and convenience as the aim.
