Study On The Molding And Transformation Of The Women Federation In The Process Of China Modern-state Building

Modern state is a core mark in the progress of the world modernization.China Modern State-building originated in the nationality crises of China.Although the history of China Modern State-building is just more than a century,it is presented Chinese Characteristic and also is the role part of the World Modern State-building.This is a macroscopic view to understand any social problems.The thesis' clue is that China Modern State-building is the results of the collection among the party,the government,the social organizations and the individuals.It's theme is the structural relations between the Women Federation and the party,the government,the social organizations and women individuals.The dissertation focuses on two questions,that is,the thread of China Modern State-building and its influences on the Women Federation's forming,transiting,fusing,developing, two aspects of the Modern State-building including the administrative control and the Civil Society developing and four key factors consisting of the nationality,the party,the state,the democracy.This thesis has six parts:In introduction,I introduce the research question of the thesis,the research background and the demonstration.Then I bring up the research hypothesis,which is the present Women Federation will be replaced by a relative equilibrium structure including of kinds of women organizations in the course from nation-state building to nation-democracy state building.The first part of the thesis reviews the forming and the transition of the women organizations in the period of nation-state building.Thesis thinks the early women organizations were characterized in strong nationalism and weak autonomy because of the state rescuing overwhelming the ideology enlightenment.And along with the party intervening,women organizations had realized three organizational transitions that were from the Women Department under the leading of the National Party of China to the Women Guidance Committee under the guiding of the National Party of China to the Women Democracy Federation under the leading of the Communist Party of China.The second part analyses the uniting of the Women Federation in new state regime building.For uniting all progressive women organizations to support the new state regime,the Women Democracy Federation took a loose member structure to embody more democracy and weak administrative level. After the new state was established,the Women Democracy Federation had gradually turned to the People's Group and was brought formally into the mass organizations of CPC.From the Women Democracy Federation to the Women Federation of PRC,it not only means state identification but democracy identification.The way to qui-administrative organization of the Women Democracy Federation was from organizational bureaucracy to the administrative personnel,authorized size and expenditure.The third part explores the response of the Women Federation to the nation-democracy building and puts forward the cooperative governance system of the women problems.Under the new mechanism,the present Women Federation should be divided into three organizations.One is the party's women organization through separating the functions between the party and the government.Two is the governmental gender department through separating the government form the society.Three is NGO through women reconstructing.Macroscopically,the organization reform take the advance gradually in due order.Microscopically,the partial experiment should take fiercely measures.The key obstruction lies in the reassigning the subordinate institutions,which must be directed into the process of the national institution reform.The fourth part interprets three guiding ideologies that form into three women organization models.Through studying the features of different age,different party's political tactics about women, governmental women policies and the responsive structure and behavior of the women organizations, the dissertation raises three organization models,which are the atomic informal organizations under the nationalism,the qui-government organization under the statism,the multiple integrated organizations under the corporatism.When it was in the stage of nation-state building under the nationalism,the women organizations are characterized by informal,loose,die young,unsteady party because of the turbulence situation.When it is in the early stage of nation-democracy state building under statism,the Women Federation is the sole women organization,all social women groups are scraped into a formal,single,bureaucrat,steady qui-government.When it is in the equilibrium nation-democracy state building under corporatism,the pattern of the women organizations are plural in order to take shape firm power structure.In the future,along with the developing of Chinese civil society and improving of the social gender,the political women departments will be gradually far away from regular organization and the social women groups will gain extensive developmental space.In the last part,I sum up two logics,that are,revolutionary and reform,which run through China modern-state building since 1840s.Under the revolutionary logic,the state regards the women organizations as tool of organizing women for state tasks.Under the early reform logic of economy increase,the Women Federation acts on behalf of both state and women.The new common view of reform is scientific developing and harmonious society,which requires women to organize themselves for their interests. The innovations of the dissertation lie in content that fills up a gap which has hitherto existed in the history of the Chinese women organization research and in perspective that is modern-state building theory which is applied to explore the inner logic of the Women Federation transition and understand thoroughly her way to future.
