Institutional Change In China Township Historical Investigation And Thinking (1949-2008)

Township regime is a very important part power in china rural areas.This dissertation makes a comprehensive study on history and the problems originated from the operation of Chinese township regime,and tries to systematically provide series of measures to resolve the problems.The entire dissertation is made up of one Introduction and five Chapters.First,the paper analyses the construction history of the fundamental regime after the founding of People's Republic of China.This period is divided into three parts,Including the founding of the PRC(1949--1958),the period of people's commune(1958-1982),from the reform of the village autonomy in 1982 up to now.Second,the paper analyses the problems formulated under the development of the fundamental regime.The problems mainly include the finacial system between the township and the country,the relationships between town and county,the relationships between village and town,and the inner problems of the township regome power,and resolving difficulties are the threshold in the development of modern Chinese fundamental regime.Third,the dissertation probes the basic regime's administrative reform plans in Chapter Five.The objective of the township's administrative reform is to promote the efficiency of the grass-roots regime and maintaining the peace the township.So efforts should be made to improve the ongoing tax-for-fees reform,make the relations between the town and the country,and the villages become harmony. Regulating the basic power's inner administrative procedure is also very important. The most essential measure is to define the economic function of the township power scientifically and set up reasonable administrative departments.What's more, other relevant measures should be taken also.Based on these measures,the administrative efficiency of the grass-roots regime will be improved and the political position of the township will be consolidated.
