The Construction History And Orientated Choice Of Chinese Fundamental Regime

First, the paper analyses the construction history of the fundamental regime in China, and inquires into the inner logics and the reasons of variation of Chinese fundamental regime. The governments of different dynasties had put a premium on the setup and building of Chinese fundamental regime, a set of bureaucracy and the mechanism of regulation was formed as a result of this experience of reign .With the development of economy and society, many contradictions which led to the changes of structure of governance of fundamental regime, were appeared between the government of fundamental regime and the local autonomy of rural people. The current structure and systems of fundamental regime do harm to rural political development, economic increment and social progress. Therefore, changing the relationships between town and county, harmonizing the relationships between village and town and resolving difficulties in fundamental regime themselves are the threshold in the development of modern Chinese fundamental regime. Conforming to the economic develo - pment and the ideas of socialism democracy, socialism legislation and governance, improving governance systems with broad participation by rural people is orientated choice. Third, the paper formulates theoriented choice of fundamental regime. Inheriting the tradition of history, resolving difficulties at present time, adhering to provision of modern political civilization of socialism, confirming two basic cases, self—government in Rural Governance is the optimal choice in the building of Chinese fundamental regime. Two basic cases include: village autonomy has already developed greatly and the condition of plural subjects governance has already appeared .So we can say that self—government in Rural Governance is the result of the developing of the village autonomy, the plural subjects' governance and the tendency of democracy. Chinese fundamental regime will become a caretaker of social regulations, administrator of public goods, attendant of new socialism rural villages and governance subject.Finally, the thesis summarizes the important arguments.
