A Study On The Operational Logic Of Township Regime From The Perspective Of Daily Politics

Taking how the township regime to practice of the "centre task" as the main clue, this thesis aims to resolve the issue "what the internal logic of the operation of the township regime is" by surveying what it dose and how it does.The author has launched a field survey and participatory observation in the northwestern province of the township government. On this basis, the author used a temporary main task to describe the operation prospect and pattern, and to reveal the strategic principle operation logic of the township regime carrying out a policy to development the distinctive horticulture.In this article, Under the setting of social reforming, the author who was following the research approach that is from the macro system to microcosmic background and using three conceptions——the pressure-oriented system, bureaucracy, the non-programmed rural society, used the view of the daily politics and analyzed the operation opportunity structure of the township regime On the basis of the rural politics composed of the interactive process of the township regime, village committee and the villagers. The author, relying on the development process of the distinctive horticulture, chose the Double-city township government as the researching object and described a real and vivid operation prospect that the township regime from the constructing policy issues, aggregating the identity of "the local elites" to the identity of the crowd. Among the operation pattern, the author used "grind" and "go-between" professor Wu Yi firstly put forward, to interpret the operation logic of the township regime among the pressure-oriented system, bureaucracy, the non-programmed and semi-acquaintances society. Under the pressure-oriented and bureaucracy mechanism, facing the incremental "political task" issued and amplified step by step,"Grind" reflects that the township regime positively responded to the government at a higher level, mobilized the masses again and again to form the collective action and to participate in the higher-pressured political task. Under the pressure driven of "high index, frequent promotion", the township regime adopted "the target-oriented responsibility system" to replace the text function, used the working group to recombine the bureaucracy, utilized "stationed-in" the village system" to refactor the relationship between the township and village, made the most of the art of the bargain in the task-decomposition and institutional lying or counterfeit in decreasing the task load to complete the task. Facing the non-programmed and semi-acquaintances society, the township regime as a match-maker went between the village cadres and the villagers with the help of self-dwarf and flexible measures, such as saying good words, cottoning-up, quasi kinship, operating relationship and so on to aggregate the identity of the crowds and guarantee the completion of the task in advance. Trough the township research, with the help of two political conception——"centre task" and "daily politics". In addition, the author analyzed the nexus and found that "daily politics was replaced by a series of various "centre tasks" and the daily politics of the township regime was composed of a round of "political tasks" collocated by the government at a higher a level. Finally, the author revealed the operation logic of the township regime——strategy principle.In brief, this paper explained the real operation process and the internal logic of the township regime using four dimensions——the opportunity structure, practice, pattern, operation logic. The author followed the research approach——from the macro system of the country to micro background of the rural society, from the construction of subject to the integration of the crowds, and portrayed a real picture of the operation of the agro-type township regime from the Midwest in China and revealed the comprehensive operation logic. With the help of the embedded case analysis, the author used parachute management and tried to analyze the problems of the operation of the township regime under the "up and down" ternary structure. At the same time, the author put forward the system reform that country regime reform should combine with township regime reform and should strengthen the basic power of township regime. Moreover, the author pointed out that the country should govern the state authorization to form a harmonious situation of authorization where the state authorization, the social authorization, the citizen authorization mutually restrict and complement, and should construct a consultative order to reach a dynamic balance between the country and the society.
