With the development of reform and opening-up, China has made great progress in political and economic construction, along with the continuous improvement of international status and influence. However, the governme;nt administrative operations are becoming more complicated than before. The political level, professional quality, knowledge structure, and moral standards of public servants who are the operational staff of implementing government's functions have more important implications for the level and efficiency of government's management. Therefore, the competency of public servants is the key to success in construction of socialist modernization. The public servants of county/division are middle-level executives in various departments, who stand in very important positions to connect the superior and subordinate. It is clear they are the backbone to undertake much more responsibilities in executing government's functions and managing social affairs.According to"the resolution regarding the measures to enhance the governance capability of the Party", the Ministry of Personnel Department of the People's Republic of China prints and distributes"standard framework of national official's general abilities (trial implementation)"in 2003, in which nine general abilities are raised in the field of political ideology, administrative management, self-development, and psychological adjustment etc.. These abilities are the most basic standard of public servants'competency that they should have. Moreover, public servants'training, employment, competition, and evaluation are requested based on this framework with specifics by various departments. In the following days, the local index system regarding to enhance the public servant's capabilities is stipulated by the special subject researches in several cities such as Guangdong, Shanghai, Qingdao, and Beijing. These actions are proved helpful to accumulate experience of public servant's competency building; however the effects we expect are not reached at all. For this reason, to study the effectiveness of public servant's competency building especially at the county/division level, to analyze the influential factors of obstructing the official's competency improvement, and to find out the real measures to strengthen the construction are meaningful and constructive.This paper uses several research approaches including normative research, comparative method, empirical research method, and qualitative and quantitative research to analyze the theories of public servant's competency, theories of capacity building and its effectiveness systematically, and submit detailed opinions on how to enhance the public servant's capabilities at the county/division level.This paper includes introduction, conclusion and other seven chapters, in which we emphasize on the effectiveness and influential factors of public servant's capabilities building, and the relevant theories and cases, as well as countermeasures and path selection.In introduction part, we do the literature reviews about basic principles and competency model of public servant's capabilities building, and then summarize all the resources quoted to prove this study inevitable and necessary.In chapter one, we give a commentary summary of some basic concepts mentioned in this paper, such as public servant, core competence, basic connotation and characteristics about capacity building and the meaning and standard of effectiveness of public servant's capabilities building at the county/division level.In chapter two, we focus on the deep background about why we should enhance capacity building, discuss the effects to the modern public administration development, and try to provide the suitable suggestions.In chapter three, we concern about the further improvement about the levels of capacity building framework, the methods of public servants'training, and promotion system by analyzing and using the western countries'experiences for reference.In chapter four, the principle to build capacity index at the county/division level is established. The core competence about public servants of county/division is divided into four dimensions that are political ability, leadership, management and development ability by using empirical research method.In chapter five, we discuss what kinds of factors really influence the effectiveness of capacity building in terms of environment, systems, mechanism and technological factors. We realize the resistance and problems to capacity building at the county/division level is also the power to push it forward.In chapter six, the route guidance model of improving public servant's capabilities is developed from the theoretical analysis to the research of real demonstration to build a better public servant management mechanism based on capacity building in which each mechanism supports and promotes each other.In chapter seven, we analyze the route of capacity building. We prefer to make grand strategy to build ability-oriented organizations because they are helpful and useful to capacity building; Concept innovation, system innovation, mechanism innovation and technological innovation are key contents in which mechanism innovation should be fundamental. How to make the strategies into realities is all of us should strive for.Finally, we draw a conclusion and put forward the problems that need to be further studied.
