The effective training of civil servants can promote the continuous improvement in the competency of the civil servants, and develop their knowledge and skills all-round, and improve the government service to meet the public's level of quality requirements. With the "People's Republic of China Civil Law", "Regulations on the work of the education and training of cadres", "2006-2010 education and training planning of cadres in the whole country", "Eleventh five-year outline of the civil service training and the executive authorities" and other laws and norms introduced, China's civil service training in the rule of law, institutionalization and standardization has made initial achievements. However, during the process of the implementation of these laws and regulations, in other words, during the specific implementation process of the civil servants' training, the effectiveness of the civil servants' training is not so high.At present, Shanghai is in crucial stage to fully implement the scientific concept of development, to achieve "four firsts", to speed up the construction of the "four centers", and to promote the good and fast development of the national economy. Therefore, the effective training of civil servants can enhance the competence of civil servants in the positions, which is a very important and urgent task. This article will use the literature method and case study analysis, use competence models and the basic principles of process management to study the problem deeply and systematically.There is a lot of scientific research on the civil service training, but on the study of the effectiveness of the civil servants training, there is seldom. In this paper, the effectiveness of the civil servants is the starting point. First of all, the effectiveness of the civil servants training and other related concepts are defined, then analyses the influencing factors towards the effectiveness of the civil servants training from the individual, training institutional and governmental level, and puts forwards the general indicators to measure the effectiveness of the civil servants training according to the four-level Kirkpatrick Evaluation Model. According to the example of civil servants training in Shanghai, the article analyses the problems during the process of civil servants training. In the end, based on competence and the process management, several advice is proposed to improve the effectiveness of the civil servants training, in order to achieve the greater effectiveness of civil servants training, and provide decision-making advice in win-win projects for organizational development and personal development.
