Governing Power And Uygur Power: The Heping Town Farmer Petition And The Village Governs 1978-2008

The core of this conception is to explain why the peasants petition from the perspective of administrative power, previous studies have given interpretations from the perspective of safeguarding rights.To this end, the author carried out field work on in Heping town, Henan Province for half a year, had an overall understanding and master)' of rural village governance and petitions of Heping town during 1978—2008, extracted three types of rural governance model, and unveiled the forming of "Petition to absorb governance" from the changes in the model of rural governance.Rural administrative power, includes two aspects which are material resources and authoritative resources, I start from the perspective of the authoritative resources, that is the classification of peasants petitions in rural organizations and try to review their classification governance capacity, which is a fundamental characteristic of modern governance.In the petition governance, grass-roots political power did not form a complete classification system. Petition governance in 1978-2004 attached to rural governance, petition categories borrowed the classification system of rural governance; After 2005, the "Petition to absorb governance" made petition classification in the sense of petition system can not be implemented in petition governance. A new classification system formed in petition governance, " rascal", "petition ball", psychotic have become the words used in abnormal petition nature determining and evaluation. This vague classification is completed in the village language context, and its standard is specifications in villages and the village structure. Grass-roots political power have lost their capacity to govern these people, can only do ideological work, reason, never dare saying no to these people with great confidence. As a result, this paper established a relatively complete classification of non-normal petitioning system in the village language context, and studied the relationship between rights protection and the right to rule and the reasons of the lack of effective governance in the classification system.This study reached three basic conclusions: first, the village made the political effect of the peasants petition diluted; second, weakening of the administrative power of the village had led to the increase of the peasants petitioning; third, category of governance formed "have classified non-governance" pattern.As a result, this paper found out that grass-roots political power could category petitions only by parochial knowledge in the village but could not govern them which led to the forming of "have classified non-governance" pattern. But governance in categories is a basic capacity of modern state governance, and more important when facing the complicated modern society. Strengthening the capacity of governance in categories and the administrative power are the most pressing matters of the moment.In this view, the reason why the classification of governance formed "have classified non-governance " situation, is related to the absence of classification governance principles, the most important thing in classification governance is political principles, rather than simple governing technology. In the de-politicize and re-associated with political opposition, the paper tries to explore the political significance of peasants petition in peasants in the 20th century and politics in history, to rebuild the peasant and political association.At this point, we can summarize the basic schema of action of the peasants petitioning ,which is the petitioners were not from a Western-style individual rights-based, but rather by means of the socialist ideas and ideology to emphasize the responsibility of government, from the People's Government responsibility to achieve the rights of petitioners by clarifying their responsibilities.In conclusion, in the problem level, this paper seeks to reveal the molding each other of peasants petitions and rural administrative power; in the method level, this paper re-interprets the basic orientation of Chinese studies by " the village as a method "; in the ideological level, this paper responses to a fundamental issues, namely, the issue of re-politicizing in depoliticized and post-revolutionary atmosphere.
