Resistance And Countermeasures

China's current household registration system is not only unique in the world, but also unprecedented. Objectively, the household registration system in China's economic and social development has some positive effects. Household registration system to classify the population and limit migration, has protected China's rapid economic development and social stability.However, with the continuous deepening of reform and opening up, separation of residence and domicile, household discrimination defects gradually become prominent, therefore public demand for reform of the household registration system is increasing.In practice, reforming the household registration system has two dimensions:first, the Public Security Ministry-led national reform of household registration system; Second, the local government-led local reform of household registration system. Although the Ministry of Public Security and local governments to promote the household registration system reform has made some progress and effectiveness, however, limited by the level of the subject of reforms, combined with sectoral interests doctrine, local protectionism and other factors, household registration system reform is still no real breakthrough.By reviewing the relevant literature and the pilot survey, the paper makes some exploration on the resistance encountered by the household registration system reform. This paper argues that factors that led to slow progress of China's household registration system reform can be summarized into three aspects:First, the resistance of system; second, the resistance of funds; Third, the resistance of the interests. The system resistance involving election, compensation for personal injury, education, social security, rural collective ownership, housing support, family planning, and labor and employment systems are inextricably linked. If these systems do not make a corresponding reform, then reforming the household registration system can be only a form, or will cause social disorder. Resistance of funds mainly includes lower per capita revenue in the country, local revenue and expenditure disparities, fiscal expenditure structure misalignment. Resistance of interest groups mainly in two major categories:government and the main body. In regard to governments at all levels, finances have concentrated to higher levels of government,but services have shifted to lower levels of government. In regard to different groups of the main body, City residents and farmers have their own vested interests. Reforming the household registration system will adjust the pattern of vested interests, and vested interest groups through various forms to block reform. Among them, civil servants and public institution staff who are the biggest obstacle to the reform of household registration system.Against the resistance of household registration system reform, this article gives some preliminary corresponding countermeasures. In line with the reform of household registration system, to achieve citizenship, equality and freedom of movement, in the domain of election, personal injury compensation, education, social security, rural collective ownership, housing support, family planning, labor and employment system reform, this article proposes the next step of reform ideas or programs. Although the household registration system facing a "lack of money" problem, but the current shortage of funds is not a fundamental obstacle to reform the household registration system, the government can adjust the fiscal expenditure structure to solve the funding problem. As for the complicated resistance of interests, governments must transform their functions, and promote the equalization of basic public services. This paper argues that the speed of China's household registration system reform can be controlled, because the relationship between resistance of interests and the resistance of funds is inverse. As long as the highest authority sticks to sustainable development theory, speeds up the relevant legislation, the process of substantive reform of the household registration system will not be a long process.
