Research On Governmental Process Reengineering Oriented To E-Government

In 21st century, IT is applied everywhere in societies, effecting and changing politics, economics, culture and social life. In construction e-government, IT is a strong tool to process information and to promote efficiency of treating transactions by automatic programs embedded constitution and regulation, and support policy making in science, democracy and maturity. Moreover the effective application of IT in e-government is inevitably needed to reform the structure, institutions, and running mode. GPR is just an analysis and design of government process, agreeing with reform of political system and administrative system, and also provides basic theory and methodology for establishing e-government. The object of GPR is to promote the efficiency and benefit of government, sharply cut the cost of administration, and push forward rule by law and democracy.On the study of GPR, three aspects of general process theory (GPT), governmental process and governmental resources planning (GRP) is discussed in the thesis. Firstly, GPT is established as methodology of GPR. The structure of general process is described, with quantitative analysis and description. Secondly, combining with politics, the opinion expression, the opinion expressing process, policy-making process, governmental executing process, government information system and supervision system of contemporary Chinese government is analyzed. In this way, framework of GPR is given, as well as issues and methods of GPR. Finally, on the basis of definition of GRP, the structure of GRP is given. Focusing on Governmental information resources planning (GIRP), the core matters of GIRP and definitive metadata are discussed, applied in "Digital Changhai" constructing planning.GPT, GPR and GRP theories are firstly put forward in academic field by author of the paper. With the framework of GPR, theoretical study on e-government is more complete and fullness, corresponding with the contemporary Chinese political system and administrative system. With the theoretical supporting the construction e-government, a basic theory on reforming political system and administrative system is given.
