Since the reform and open policy, Chinese basic education has made great achievements.The reform of basic education has greatly promoted the development of economy and the society. Accompanied by government agencies reform, the reform of basic education administrative system is deepening. It still exists many problems to be solved in basic education administration system at present, unfair and imbalance are more and more serious in education field;decision-making departments has no overall plan for a fundamental transformation to conduct basic education administrative system reform. Relevant government administrative departments neglect the decentralization and limits, lacking reasonable supervision mechanism and incentive mechanism in basic education reform; laws are non-execution sometimes, it impeding the innovation and reform of education management system.Based on the reform of our basic education administrative system, the paper tries to solve these problems on do something useful. Combining the documentary research method, survey research method, comparative research method and the system analysis method, this paper proved the research in of Chinese basic education system reform. The meaning of this disertation are:1) deepening the administrative management system reform of basic education can promote the function and internal mechanism reform in Education management department.2) deepening the administrative management system reform of basic education can promote fair and balance in education field effectively.3) deepening the administrative management system reform of basic education can promote the healthy development of quality education effectively.The paper's researching clue is:raising a question--elaborating relevant theory discusses the current situation and existing problems--puts forward measures to solve the problems--summary.The introduction discloses the views of conducting administrative system reform of basic education is necessary and significant, summarizes the research situation and achievements domestic and overseas. Also, it finds that experiences can be referenced and catched problems needed to be solved still, explaining the study idea and methods. Secondly, it sorts the relevant research results, summarizing the problems existing in current administrative management system of our foundation education. The First chapter sorts and reviews the relevant achievements and problems in each stage of our foundation education development and management system reform, including:overall recovering plan management system stage(l 978-1984), reforming the plan management system stage (1986-1992), deepening the reform of management system stage (1993-2002), under the guidance of scientific outlook on development conducting education administration system reform stage (2003-present). Through comparising and reviewing the four stages, this chapter provids theoretical background and reference for the study。The Second chapter uses many contents, from the angle of the bureaucracy analyzing and summarizing current foundation education administrative system status and it's problems. This chapter elaborats detailedly related measures and policies of foundation education administrative system, analyzing and summarizing current foundation education administrative system characteristics and It's problems, analyzing the system reform's relationship with the devoloping education, economic, politics and society,putting forward the difficulties and emphasis in constructing our basic education administrative system. Also, according to the request putting forward for basic education administrative system reform in the long-term national education reform and development outline, as well as referenting the outstanding achievements of administrative system reform in developed country, it combinats with actual situation in China, putting forward the route and direction of basic education administrative system reform.The Third chapter, reviews the request putting forward for basic education administrative system reform in the long-term national education reform and development outline and concluds relevant requirements.The Fourth chapter, mainly summarizs and discussed the suscess aspects of basic education in the United States, France, Germany, Japan and other developed countries, and then summarizes the route and direction of our basic education administrative system reform.The Fifth chapter, discussing of the Management Theory and Its methods, based on Management theory, combines with present problems existing our basic education system, put forward the concrete strategies of operational level.
