Since the foundation of New China in the past60years, basic education in ruralareas has been playing an important role in advancing new countryside constructionand fostering high quality talents because of its leading position and its fundamentalrole of being the leader of the social reform. Throughout New China, during the past60years, the management system of rural basic education has changed from verticalcentralized and unified mode in planned economy period into county-based andhierarchical management-complemented mode that combines both centralization anddecentralization together; therefore, the management system with distinctcharacteristics of socialism has been finally established in the vast rural areas in China.Although the reform wasn’t always a plain sailing, the experience and new ideasgained from failures made the state and our party pay more attention to ruraleducation management and manpower resources development; enabled moreeducation and research experts to contribute to the scientific study on rural educationmanagement; made central and local governments as well as relevant educationalorganizations more standard, and the authority and responsibly in finance muchclearer; promoted educational expenditure to change from unified collection andallocation by the state into multichannel and diversified development; acceleratedpromulgation of Education Act as well as other laws and regulations to regulate theprocess of the daily management; and boosted rural compulsory education fundingmechanism in the first five-year plan in the21st century. Looking back on politicaland economic development in Chinese rural areas, it is obvious that the reform ofmanagement mechanism of rural basic education was just developing in the wake ofsocial reform.The paper intends to systematically sort out the evolvement of the managementmechanism of rural basic education after the foundation of New Chinamacroscopically, make a vertical analysis on the background, internal and externalprogresses, features in each stage and reform plight which influence the evolutions ofthe development of the management mechanism of the rural basic education, explorethe relations between the reform of rural management mechanism in the rural basiceducation and changes of national system and economic structure, interpret mainfactors influencing on the reform, as well as summarize the experience from thereform. The paper can be divided into the following four parts:The first part: put forward the research topic, overview the relevant researchliteratures, define related notions, and present the significance of this researchtheoretically and practically.The second part: sort out the evolvement of management mechanism in ruralbasic education, and make an in-depth study from state educational policy,educational planning, the construction and reform of the management mechanism, aswell as the restructuring of the financial and taxation policy and security work.The third part: analyze the factors influencing the reform of the managementmechanism in the rural basic education proceeding from politics, economy and themanagement mechanism in rural basic education itself.The fourth part: analyze and summarize the experience from the reform ofmanagement mechanism in the rural basic education and draw lessons from thehistory to provide some suggestions for the development at present and in the future.
