In the context of economic globalization, with more and more scarce of natural resources, and the continuous development of high technology, competition in comprehensive national strength is increasingly concentrated in the investment and use of human capital. History of the world economic development shows that investment in education is an important way for the formation of human capital. Knowledge has an increasingly important role in economic development, and human capital is gradually replacing the place of physical capital, becoming an important factor of production in economic development. As a base for training qualified person, education has an increasingly prominent role in the modernization construction. Therefore, the study of how education be "transfered"to economic growth through knowledge and human capital, thereby promoting the enhancement of comprehensive national strength, and the characteristics of the relationship between education (especially higher education) and economic growth, and the judgement of the relationships between them, is of great significance. Xinjiang is a less developed region, so it has an important practical and theoretical value for promoting the realization of developing leaps and bounds and the strategic goal of lasting peace and stability in Xinjiang when interpreting the relationship characteristics between the investment level of higher education and the concerted development of economic growth.This paper took Xinjiang as the research object. Based on theories of human capital, economic growth and harmonious development, and used methods of educational economics, statistics, econometrics theories, and drew lessons from domestic and foreign investment of higher education and economic growth practice, and under the dialectical relationship between the input of higher education and economic development, This paper established Xinjiang higher education production function, and analyzed the correlation between the input of higher education and economic development in China and Xinjiang with the use of Granger causality tests, and then measured the contribution of the input of higher education to economic growth, and analyzed the impact of the economic development on the input of higher education, and put forward the coordination characteristics of the relationship between higher education investment and economic development. This article first selected the input indicators of Chinese universities from 1994 to 2009: education funds (EF), number of full-time teachers in universities (FTT), the number of students in colleges and universities (TE) and economic growth indicators: GDP, and studied the relationship between the input of higher education and GDP in the view of investment of personnel and funds in China. Then it selected the indicators of Higher Education Funds and GDP in Xinjiang from1993 to 2008 as analytical indicators, and analyzed the characteristics of the relationship between the input into higher education and the GDP of Xinjiang, and made comparative analysis with the characteristics of relationship of Chinese higher education input and economic development, finding the problems and gaps and revealing the reason. Finally, on the basis of the empirical analysis, this paper put forward suggestions for Xinjiang to achieve the strategic objectives of leapfrog development and long-term stability, and make educational development plans and related policies. Sources of this article: "China Statistical Yearbook (1995 ~ 2010) ","Xinjiang Statistical Yearbook (1978-2009) "and "China Education Finance Statistics Yearbook (2009)".This article is divided into 8 chapters: Chapter 1, Introduction, Chapter 2, The definition of relevant concepts and theoretical basis, Chapter 3, The relationship between input into higher education and economic development, Chapter 4, input into higher education and economic development practice in and abroad, Chapter 5, The analysis of the situation of the input into higher education and the general characteristic, Chapter 6, The empirical analysis of the coordination relationship between higher education investment and economic development, Chapter 7, Policy and recommendations , Chapter 8, Conclusions.Through the research, this paper drew the following conclusions:1, It confirmed that the investment on higher education has important role in promoting economic development.2, There is a coordination relationship between the input into education and economic development as: in the process of economic development, there is an interdependence, mutual promotion and mutual influence and restricting, dynamic relationship between the input into education and economic growth.(1) Sustained and stable economic growth made conditions for improving the material basis of investment in education;(2) Investment in education can enhance and improve the situation of human capital accumulation and accelerate economic growth and improve the quality of economic growth. Thus it will form the role of promoting each other in the process of economic development.3, The relationship between higher education investment and economic growth is less obvious in short term in Xinjiang; but in the long run, higher education investment has a significant stimulus to economic growth.4, Local economic society development level restrics the education economic benefit. Due to the lack of human capital plays a role in xinjiang of environment and conditions, the impact of the education input on its role in economic growth, resulting in the loss of talented people, weakening the region of xinjiang education into economic effect.Based on the study above, this paper made recommendations about the input into higher education as follows:1, Speed up the development of Xinjiang's economic leap forward, in order to increase the total amount of economy and the input into higher education and the level of funding every student;2, Take education boosting the development of region and scientific technology boosting Xinjiang as the forerunner, and make an effective implementation of the strategy of education developing first;3, Take the counterpart support for the opportunity to accelerate the development of higher education;4, Establish a diversity investment mechanism which takes government investment as the main part;5, Increase the proportion of the input into higher education in three grade education gradually.
