Compulsory education welfare system in the construction had met non-harmonious questions. For example, the dual structure and regional economic development is unbalanced, and the contradictions between the growing demand for the quality of compulsory education resources and lack of supply of compulsory education, and so on. These problems manifest non-balanced development of compulsory education welfare mainly comprise regional differences, urban and rural difference, class differences and school differences. Our current compulsory education welfare system has basically implemented the starting point equity of compulsory education. Because of the welfare needs of compulsory education's diversification, the welfare needs of the compulsory education's rigidity, welfare needs from the level of quality education resources for the excess demand led to unrest choice for school, it became a sign of compulsory education welfare system's unbalanced development. These problems and differences in various degree restrict China's compulsory education welfare system with smooth construction. The development of theory and practice of a system of trial and research for compulsory education welfare system, analysis of the present problems, and offered provided to policy recommendations, is the era have entrusted to our historical mission.Although there are literatures from different angles, focus on resource allocation, the government obligation, vulnerable groups and policy recommendations, have been researching a fair and efficiency of education, civic rights, and the state of the main responsibility, to explore the relationship between the three studies are not many. Based on established in literatures, this paper exerts the public economics product theory, vulnerable groups theory and the population current theory, combine the relationships among the reality and integrating theory with practice to research a systematic study.Benefit from social welfare theory, type, features and laws, put forward the general principles and objectives of China's compulsory education welfare system, as the basis of its operation and improvement. Compulsory education welfare as one of the subsystem include a number of specific projects, to effectively guarantee the rights and obligations of citizens, the compulsory education welfare system must be coordinated. The balance to supply and demand of compulsory education welfare promotes its benign function, the population flow aroused the diversification demand of welfare, to meet the needs, produce inevitability of supply diversification.Based on the problems of China's compulsory education welfare system in reality and the reasons for objective analysis, and offered the material policy suggestions to the equity and the balance of China's compulsory education welfare system development. Mainly include:to improve rural compulsory education welfare level and the nearest entrance of this principle, compulsory education welfare of the compensation mechanism for the vulnerable groups from experience, the protection of the majority of compulsory education welfare rights, and to vulnerable groups to increase the educational rights protection, and in the wide range of welfare for compulsory education system implement the equity. Compulsory education welfare system all-round development not only could effectively realize its equity, and promote the development of compulsory education, children of migrant workers for example, constructing material measures to integration of compulsory education welfare. From mechanism to balance the interests of the education policy and the resource allocation, narrowing the gap in compulsory education welfare, the development trend of compulsory education is to implement the balance of compulsory education welfare for the ultimate goal.
