Education has been under the state of attention in China which the country has morethan five thousand years culture and ancient civilization. Since the establishment of China in1949, government has been emphasizing the substantial growth of educational enterprise.China’s nine years of compulsory education has obtained witnessed progress in several yearsafter1986. But it’s also lead the imbalance development between urban and rural areas ineconomic because of the rapid development of economy, science and technology. It alsomakes those children who are eager to learn can not get welfare education resources andschooling opportunities. With the accumulation of various kinds of social problems, ourCompulsory education and welfare system is in the situation of being dissimilation. And thissituation is the most serious problem at the present stage of our compulsory education andwelfare system.In this paper, we will start from the present situation of education, social development,the existing obligation in education welfare policy and put them into practice. Rethink thedeficiencies in our compulsory education and welfare system and analysis the main cause ofthe problem. Based in the actual conditions of social development of China and the needs ofthe development of education benefits,and reference the same points of the construction offoreign education system, we find the way which can fulfill ours and make it balanceddevelop and spread on a national scale. The purpose of it is to provide the extensive socialbasis of building our harmonious society and enhance our national comprehensive strength.Based on the research of the theory and the evolutionary process of our compulsoryeducation and welfare system. This article gives a deep dissect about the problems exist inour system and bring in a bill about how to complete our system and tells about thedevelopment direction of our system. Being aimed at offering up the window’s mite ofcompleting our compulsory education and welfare system.This mainly research methods in this article: Qualitative investigation andStatistical-Analysis, refers to expound the background and concept of this paper; Historicalanalysis, study the historical development process of our compulsory education and welfaresystem. Comparison method, it means to proceed with other countries’ system and comparewith ours to sum up the experience and to consummate the system.
