College and university teachers'specialization mainly refers to a process of the university teachers to grasp with the proficient utilization of specialized knowledge and professional skill in research area, the strong teaching and scientific research ability as well as practical ability of processing problems, the teaching and instruction ability, and can utilize the advanced educational technique effectively, eagerly anticipates education, scientific research and social service as missions with noble occupational ethics.Related research of university teachers'specialization starts late in our country, and mainly concentrates in two aspects superficial: first, connotation of university teacher development; second, existing problems of university teachers'specialization development. University teachers'specialization of our country is only"quasi- professionalized". Contemporary teacher not only need possess broad view of knowledge, good moral cultivation, healthy psychological quality, but also innovative spirit, exquisite teaching art, and so on. The teachers'specialization is a process of enhancing and developing various aspects ability and the quality unceasingly. Therefore, it takes vital practical significance to carries out the strategy of giving educate priority that to keep raising university teachers'specialization level of our country, constructs high quality teacher staff which adapts with the time development. This paper put forward the concept of university teachers'specialization maturity through researching current problems of university teachers'specialization, and structures the university teacher specialization maturity evaluation systems in three dimensions including the social maturity, the management maturity and execution maturity, which based on objective diagnosis to the realistic environment, taken university teachers'specialization as study object, according to the research principle of combining qualitative and quantitative analysis, use human resources management ability maturity model (PCMM) of the US Software engineering Research institute (SEI) for reference, and the AHP-FCE model. Proposing the concept of university teacher specialization maturity and constructing the evaluation system are new exploration in the field of university teachers'specialization research, which is hoped to provide a kind of more scientific and strong maneuverability management frame for university educational administration, and to achieve research purpose of promoting our country's university teachers'specialization to further perfection and maturity. Finally, the paper uses the system constructed to evaluate and analyse partial teachers of one some university, which confirms the university teachers'specialization maturity evaluation system is reasonable, and puts forward safeguard proposal for operation.To improve the university teachers'specialization takes an irreplaceable influential role during the process of educational reform and development in our country. Because at present discussion of teachers'specialization in our country is still at the start stage, the cognition, connotation, standard, implementation strategy and the existing system of teachers'specialization, for pending further deep level research.
