China is a united country with multi-nations, and every nation has its own unique history, culture and lifestyle, among which,30Ethnic Groups are Cross-border. Therefore, to enable the students of every nation to understand their nation's history and culture appropriately and set up correct values of both nation and ethnic group is of significance not only for promoting the unity and healthy development of ethnic groups, but also upholding the security of culture and country. In our country's new round curriculum reform, the three-level management system has been put into practice, providing the systematic guarantee and development space for developing national culture curriculum in ethnic minority regions, inheriting and promoting national culture. The development and implementation of national culture curriculum in the ethnic minority regions is, in fact, the process of national culture choice and construction, as well as setting up correct national values.Korean nationality school of Yanbian prefecture has developed, carried out a national culture curriculum, and compiled the text book National Culture Education. The author thinks that problems of culture choice and curriculum construction in the course of compiling are universal and typical. Therefore, the author chooses national culture curriculum development and implementation of Yanbian prefecture as a case to explore its essence, function and the main body of the development and find out the ways and counter-measures of effective implementation.Introduction is the first part of the dissertation, the very beginning of which gives a glimpse of the background of the study, then,reviews the relevant literature, introduces the theory framework, main pathway of thought, the method of the study. In addition, it also covers the key points, innovative points, central conceptions.In Chapter one, a few difficulties and problems on the way forward of the Korean minority culture are analyzed,focusing on the problems under the circumstance of globalization, modernization,opening up, Yanbian social change, influence of Korean culture, which is the background of the study.In Chapter two, the Korean nationality history, culture and education transition in Yanbian prefecture are analyzed. By sorting through Korean nationality history, culture, education development history, we can find out the Korean nationality cultural orientation and its characteristics, as well can we summarize the experiences of the Korean nationality's education development, which is the basis of this study.Chapter three is about the culture choice of national cultural curriculum in Yanbian prefecture. On the basis of history document material, field investigation and the text books analysis, the course of national culture education, the driving forces and its significances, the cultural elements of national culture education are systematically analyzed and interpreted, so as to get a comprehensive understanding of the culture choice process on the curriculum developmentIn Chapter four, the problems and influencing factors are illustrated in the course of implementation of national culture curriculum in Yanbian. The process of curriculum implementing is also thoroughly investigated and analyzed, and the patterns of it is summarized and sorted out, focusing on the problems and influencing factors. Consequently, a complete process from development to its implementation is manifested in this part.In Chapter five, the theory on the construction of national culture curriculum in ethnic minority region is discussed. The connotation of national culture, its function and the body of development are firstly defined; then, influencing factors, concepts and principles for national culture choice are deeply explored. Lastly, the basic model of implementing national culture curriculum is examined and safeguard mechanism for the effective implementation is put forward.In the concluding part, some suggestions are brought up,which including national culture education should be an important part of national educational system,its development and implementation should be planed as a whole and organized by nation, some relevant regulations should be laid down. All of this should be based on the national strategy.
