When higher education was aimed at the elite group in society, it was unnecessary for universities to formulate development strategies due to the monotony of internal and external environment. However, as a result of the popularization of higher education, with diversity as its symbol, current universities are not traditional ivory towers any more. University development is increasingly affected by complex environment. It cannot be denied that market-oriented competition has already started. Whoever identifies the direction of reformation and seizes the opportunity will be more likely to win a place in the era of competition and transformation. University development strategies, as the method to expedite the development of universities, become inevitable.The thesis is focused on the studies of the development strategies of higher technical education institutions, whose main purposes are to cultivate local applied technical talents, to make applied technical researches and to unite with industries and enterprises to participate in technical education. On Chinese mainland, the technical education institutions refer to those undergraduate institutions focused on engineering education, which were established in response to the popularization of higher education and the demand for high level technical talents as result of socio-economic development. The Science&Technology Universities from Chinese Taiwan, Technical Institutes from India, the "New Universities" originated from polytechnic institutes in United Kingdom and the Technical Undergraduate Institutions on Chinese mainland all belong to the same category.The thesis considers it necessary and urgent for technical undergraduate institutions to formulate and implement development strategies by analyzing the complex internal and external environment of technical undergraduate institutions, and the practical problems facing these institutions. It has also studied the theoretical basis needed for the formulation of development strategies of technical undergraduate institutions from the perspectives of higher education popularization, categorization, and development strategies. In the thesis, the historical development of The Science&Technology Universities from Chinese Taiwan, Technical Institutes from India, the "New Universities" originated from polytechnic institutes in United Kingdom are analyzed to provide for the technical undergraduate institutions in our country with global references. Furthermore, the particular development strategies of specific institutions are studied here against the current education background of reformation and development in hopes to gain some enlightenment. Finally, based on the reality of technical undergraduate institutions in our country, some suggestions of the development strategies are raised with reference to the experience of technical institutions in other countries and regions.
