Retrospect Of China's Community Building And Commentary

With social transformation and changes of social structure in urban areas, the function, interest subject of urban community as well as social demand emerge the trend of multi-dimensions, and as a result of that, it is difficult for traditional administrative pattern with a single center to adapt to the new pattern of social development. In combination with the research of other scholars, the thesis takes the theory of the relationship between state and social as the analytic structure, from the view of complex between state political power construction and social development at the grassroots level, analyses the relationship and movements among the subject of the community construction from the meso-level, summaries the achievement and problems during the transformation from working unit system to community system. The editor points out the plural subjects structure has basically come into being in urban community, and its relationship operation pattern has transformed form one-way administrative relation restriction into diversified relation interaction. However, because of the disequilibrium power allocation among government, the organizations and members in community, there still are some problems such as the community construction follows the way of regime construction; the traditional working unit system's problems are still existing; low ability in mobilize the resources in community and so on. Then the editor analyses the main for these problems for government, the organizations in community and residents.Based on analysis of the problems and taking the experience of Beijing community construction:dividing the residents' committee and community service center; hiring community works from different ways; project management and paying public service by government, the thesis makes some policy-making suggestions:to reform the management relationship to reduce the burden of the community; to change the attitude to set up the idea of community autonomy; to extend the function of service to attract the residents and to promote the development for organizations in community.
