This article attempts to: issues from and revolves the intrinsic questions, analyzing the phenomena, looking into the causes, seeking the explanation and finally find an effective theory system. The existence of the great disparity in city and rural China shows the disorder state in contemporary education system. Considering from moral dimension of the education policy, such as equality and human nature, the author tries to make certain the essential reason which made the rural education the impoverished state, and to find the effective development measures. With the clarify of the moral character, dimension, influence factors and the path to moral policy, the problem of disparity between city and rural compulsory education will be solved. In turn, it is helpful to the promotion of moral character and the realization of the ultimate ethic goals of education policy.The disparity predicates the "the disorder" condition of our entire education system. Considering the multitudinous factors, we can be sure the "the policy-type" reason is fundamental. Our education policy has neglected, deprived the existence of rural education benefit. Therefore, I conclude that policy is the basic reason. Again further analyzes, the disparity aims at the destruction and lost in the intrinsic significance system and "the moral reason" of education policy. Then this article proposed "ethics of the education policy" logically.The main contents of each chapter are as follows:Setting out from the basic social background, I present the real description of the disparity situation between city and rural education. Then I conclude the basic reason is the lost of moral character in our education policy. And take policy correlated with the compulsory education management system as the actual case to prove the moral disorder in education policy.Next, I explain the logical premise is to make sure the dialectical relations between policy and moral. There are two suppositions: one is the universal of moral and the establishment of the moral dimension. And that moral character is one of the essential natures of policy. Then the article tries to make certain the mutual relations of the multiple values which the policy has. And explicitly pointed out that, moral dimension must take precedence over all other values.In the third part, I elaborate the connotation and dimension of the ethics of education policy. In the moral appraisal way, the policy is the duty, also is a goal. Equality between city and rural and the humanism management are the moral standards of education policy.Certainly, to pause in the pure moral indignation or to call for the salvation is insufficient. We must investigate the real reason. Therefore, the forth chapter tries to seek the influence factors, such as development priority of city, differentiated education function, the supposition of "the economic man", "the outstanding person", self-serving government and the asymmetrical information. They cause the education policy fall into the certain moral puzzles.The policy will never be too perfect. The key is how to overcome the extant kind of moral flaw, and make it better and better. So, in the last part, I try my best to solve the question from theoretic and practical aspects, focusing on the each kind of influence. Promote the integrated development of compulsory education in both city and rural China, by moral policy.
