For a long time our public policies has been " city-oriented ". That lead to huge gap in compulsory education areas between urban and county, this gap can be perceptible by calculating the indicators , such as per capita education funds , per capita public educational funds for running a school, per capita government budgetary educational funds. analyzing this data , you can find out the educational gaps are much larger and faster than the economic one. education is foundation of economic and social development, so educational gaps will have severe impact on building up a well-off society, promoting harmonious social advancement , therefore narrowing down the gaps is valuable .According the theory of human capital , accumulation of human capital in rural areas can narrow urban-rural income gap in china, it hold that malthusian homeostasis in rural areas caused by higher birth rate lower rate of human capital accumulation decisively impedes the growth of income of farmers, urban-rural educational adjustment may be the best approach to achieving this goal.There are various reason for these gaps , but "city-orientated" policies planned by government are of priority, henceforth , the government is responsible for educational poverty . as for the way to narrow down the gaps , this paper indicate that : at first , political reform should be taken to let peasants take part in the educational strategy in rural areas; secondly , it is necessary to think over and criticize public policies , such as policies for input of compulsory, the financial system of transferring payment .and design the independent financial institution for rural compulsory education . thirdly innovating the management system of rural compulsory education is one selection of our government , break up the single-pole supply system in compulsory education and set up a multi-pole one.
