When the institution of higher education runs a school, the orientation is a question that people pay close attention to in recent years. In our country, its research is still at preliminary stage. There are lots of relevant problems or not, or study little, scarce to specialize in systematically. It lacks much more research on the orientation of local colleges running a school. With the reform's constant deepening in the educational management system of our country, the local colleges have already become the important components of higher education. Making the orientation of running a school in local colleges scientifically and rationally not merely concerns directly its sound development, and directly relates to our country's construction of well-off society. It also relates to the further development of high education's popular level and the coordinated development of the regional economy. At present, regardless of their own conditions during the process of running a school, some local university imitate blindly the mode of running a school in the colleges belongs to the ministries. They make unrealistic comparison, seek fame and wealth in the orientation. It results in the same tendency on running a school and influences the long-term development of the local colleges seriously. Entitled "A Study on Orientation of The Local Colleges", the passage bases on the realistic practice, focuses on future development, tries hard to study the goal of running a school from some aspects such as history and reality, theory and stage construction, and seek to the rational orientation in the local colleges. The text is made up pf seven chapters: Chapter 1 is the introduction. It explains the cause that put forwards the questions, sums up the documents about the local university's research and orientated research of higher education, and expounds the significances and methods of research as well as the train of thought. Chapter 2 is the background research. Through the analysis of investigating the developing history of the local university and the current situation of development, it probes into the opportunity that the local university faces and the existing problems. Chapter 3 is the pertinent analysis. Proceed with the functional analysis of institution of higher education, through the developing researches on its three major basic function of education, studying and community service, it probe into the system interrelation of the function in college and university from two aspects of macroscopic and microcosmic. On this basis, it combines and analyzes the characteristic of running a school, and proposes the effect of local university in the construction of the well-off society. Chapter 4 is the theory analysis. In term of the orientated theory, it proposes that the orientation should include five parts: the orientation of the type, the orientation of discipline, the orientation of object that serve for, the orientation of the talent's train objective and the orientation of characteristic. Through the analysis, it points out five principles: the principle of the classified orientation, the principle of serving objects, the principle of the function's efficiency, the principle of market competition, the principle of comparative advantage. And analyze the factors that affect the orientation from internal and external factors. Chapter 5 is the case analysis. Through the investigations into the orientation of local university running a school in USA, Britain, Germany, France and Japan, we find the regional universities of developed country pay great attention to serving local economic and social development in the course of running a school and pay attention to the combination of the local higher education and the regional economy. By the investigations into the orientation of the university of WuHan Engineering, we find that only if orientated rationally, every university will get the health fast development. Chapter 6 is the research in policy. If running a school of the local university is to be orientated rationally, we should treat well with the outside and inside factors that affect it. Among them, the internal factor is mainly a relation between "study" and "science" while the external one is a relation between the university and the government. This chapter explains realistic foundation and intension in the course of the orientation of running a school. Chapter 7is an epilogue that states the main conclusion of this research, the innovation and deficiency studied. The innovation of this passage is to go on the systematic theory discussion, study the intension and principles of the orientation of running a school in local colleges, and analyze the typical cases in terms of linking work at selected spots. At last it puts forward the internal and external factors that the local colleges should handle well, the realistic foundations and the thought adhered to. The research on the orientation of running a school in local colleges is an often new subject, so it will attract more researchers pay close attention to.
