A powerful and dynamic reform of management system of higher education occurred in our country in 1990s, of which the action pointer is based on common construction, adjust, co-operation and merger. The relevant institutions of higher learning is put together according to the mediation and merger which is the material content at issue . It is a typical example of partial merger of colleges and universities after 2001 that a newly-built college or university is through the combination of some local training schools or lower grade schools, We will probe the matter with the exmple of Bengbu College and study the orientation of the local colleges and universities by merger in our country.This article consists of introduction, body(chapter2,3,4)and conclusion. In the introduction, it interprets the background, significance, current situation and the analysis of theory. In the body, chapter 2 analyses partial representative problem of orientation of the local newly-built colleges, chapter 3 analyses the situation of Bengbu College and suggests solutions, chapter 4 analyses several problems affecting the local colleges and universities who combines to be upgraded develops's, and also makes a study about the reasonable orientation in theory and suggests the solutions seeking the level, serving the locality and establishing distinguishing features. The conclusion is a summary to the problem.The study of the article suggests some solutions to the problems in our colleges and universities, such as unclear classification, no characteristics, and the similar target. And it also makes valuable contributions to the high education for the masses and the gradation for the colleges and universities.
