It's human being's basic will to improve productivity. Nowadays, people continually call on boosting the productivity of the state, industry, corporations as well as their staffs etc, which results in the birth of a special subject—productivity economics. As a kind of academic organization,university, the central organ and dynamical engine of modern society, demands consequently more attention on its own productivity. University academic productivity, combination of university scholars and academic recourses, is the ability of cultivating professional personnel, exploration knowledge and social service of university through delivering,creation and application of knowledge. It is the energy foundation of a university as a social organization, which symbolizes the holistic academic strength and academic capital of the university. Only by improving academic productivity, can university contribute dramatically to the development of human civilization,society and individual, and consequently gain its social support and resources needed. University academic productivity is a collective concept. It is determined by university scholars' productivity and knowledge productivity in terms of key elements. Furthermore, it falls into three parts from the perspective of process, including academic action productivity, academic system productivity and academic culture productivity. Finally, in terms of outcome, university academic productivity results directly from teaching productivity, research productivity and service productivity. The characters, problems and countermeasures of the above three groups can be analyzed from eight dimensions respectively. University scholars, the laborers in academic productivity, have some occupational features, like intellective, subjective, pedagogic and exceeding, apart from some common features , like biological, initiative and social, etc. They are usually faced with the roles conflicts such as subject or school, teaching, research or service, and occupation role or political role, etc. Besides, the scholars academic productivity is directly influenced by their self-definition, self-restriction, continuous creation and self-renovation. Therefore, it's very necessary to maximize the collective force of university academic group, fully exert their initiative leading function in subjects, and foster the spirits of devotion, exploration, actuality, criticizing and collaboration. Knowledge is the fundamental material of university academic production. The ability of utilizing and developing the whole knowledge of human being is an important symbol of academic productivity. Knowledge in university comes from all kinds of subjects, whose development provides fertile soil for the growth of university and scholars themselves. Partial knowledge in university exists in scholars' mind, whose brainwork comes to be a kind of flexible "knowledge instruments" and "knowledge product" as well. The border of university knowledge is movable, which is determined by the frequency and extent of university scholars connecting with the science community. University academic action, so called academic labor and existent of university scholars are fundamental ways of university academic production, which mainly make up of knowledge transmitting, creation and applying. For university scholars, the tight association of their labor and life, and their strong self-identity on academic profession make it possible for academic existent. In order to optimize university academic action, we must overcome the obstacles of specialization of university scholars and dissevering of academic organization caused by over division of academic work. And ensure academic communication and collaboration among university scholars, in the light of the experience of "invisible college". University academic system is the organization structure and regulation of academic production. Organization is an important mechanism of group production. The Chinese university organization structure nowadays limits its improvement on efficiency and ability of dealing with change. Therefore, restructuring university academic organization is very necessary both in portrait and transverse aspects. Not only to enhance the flexibility, multiplicity and web-like of the structure, but also to improve cross-subject research in university. On the other hand, university academic institution has an important influence of harmonizing and regulation on academic action and academic culture. Traditional university faculty institutions bring on some kind of abrasion and waste, so we must apply mechanics of competition, stimulation, market and protecting into use. Current academic evaluation institution has some malpractice of over-numbered, utility and administration-oriented. This indicates that university management institutions should strengthen their natures of academic, loosely coupling and agility, and make sense of people and people's development, embodying certain spiritual and valuable pursuit. University academic culture forms a "field" of academic production. Subject culture determines the code system, life style and conduct criterion of university scholars in certain subject, which is the source of faculty professional faith formation. School culture is the relatively steady and unique social psychology environment in university, which affecting the behavior of all college members latently. So, we should fully use the strong function of guidance, stimulation, agglomeration and mild restriction of academic culture. The fickleness and utility of academic culture, and the conflict between administration culture and academic culture have result in the absence and weakness of university academic culture. This makes it important to foster a core value of "academic worthiest", apsychology environment of free and relievable, and a conduct culture of collaborate corporately and compete fairly, so as to improve university academic productivity in a culture way. Teaching productivity embodies university' basic function of cultivating professional personnel, which can be penetrated in two dimensions of quantity and quality. The development of man is all-sided, so university should not only promote intellective, academic and professional development of students, but also pay more attention to general education, so as to foster students' wisdom and way of thinking. Research productivity is the representation of university's accessorial function of exploring knowledge. Its level mainly embodies on the level of basic research and comprehensive research. There are bad trends of emphasizing applying research but not basic research; emphasizing research in one subject but not comprehensive research across subject in Chinese current university generally. So we must harmonize research among different character of knowledge, different category of knowledge, and different research method as well. Service productivity represents university' extended function of providing academic labor and service to the society. It has all kinds of contents, forms and functions, having some characters of social-oriented, straightforward, academic, universal and scheming. Social service in our country's university presently faced on the warp in concept, misplay in essence and form, and defect in extension. This requires congruence from every aspect, so as to guarantee the wholeness and effectiveness of university service productivity. University academic productivity is also embodied on the ability of promoting the personal growth of university scholars. It's a kind of productivity on hidden, instrumental, and individual level. Evaluation on university academic productivity is very complicated and all-sided. We must evaluate it from all aspects of both quantity and quality, both economic benefit and social benefit, both overall and partial, both inner and outer, so as to envisage the limitation of it.
