With the rapid development of higher vocational education in our country, the research status of higher vocational education is gaining more and more importance. The level of scientific research in higher vocational colleges is the embodiment of the competitiveness in a certain extent. Besides meeting the basic requirements of the education and teaching conditions, higher vocational colleges need to improve their scientific research level, thereby improving the school competitiveness. Teachers as the main force of scientific research, reasonable scientific performance evaluation system will be able to arouse their scientific research enthusiasm, promote the benign circulation between the teachers and the schoolThis paper conducted a survey with teachers on the status of the research work in higher vocational colleges by questionnaire, and found that there exists following problems in the current research performance evaluation of higher vocational colleges such as quantity over quality, evaluation system is not perfect, scientific research evaluation process is not rigorous, scientific evaluation system is simple, scientific research evaluation system can not highlight the characteristics of higher vocational education and other aspects. Aiming at these problems, by anglicizing the existing research methods, research results, and fully considering the practicability of the scientific work, the diversity of application, the unique of research approaches, and using literature method, survey method, network telephone interviews and other methods, finally established the teachers’scientific research performance evaluation system of Higher Vocational Colleges, the system contains three first-class indicators (research project scientific research, personnel training), nine second-class indicators (project, project funds, academic papers, books and textbooks, technology transfer, etc.), thirty-one third-class indicators (research projects of national level, provincial and ministerial level scientific research projects, the utility model patent, the average number of papers etc.). Use "expert evaluation method and analytic hierarchy process (AHP)" which combines quantitative and qualitative together to determine the weight of every index layer. After inspection, the index weights are In accordance with scientific research characteristics of teachers in Higher Vocational Colleges. Finally, taking NI vocational Technical College as the ’example, the theoretical research results was studied, and put forward the corresponding countermeasures according to the evaluation results.
