Traditional social security system can not operate effectively, so a new system which can adapt with modern market economy should be build up. Diverse economic corpus has come into being during the economy reformation in cities. State-owned enterprises have to face rigorous market challenge. The benefit between the nation, state-owned enterprises and the person experienced a separate period, which agitates the economic foundation and social foundation of traditional social security system. Since 1986, social security system has experienced a totally reform. The responsibility between the government, enterprise and personal adjusts continuously and becomes more and more clear.Since the 80's, the reformation in State-owned enterprises has changed the former status which it has played in social security system. Although as the Organization foundation, the basal position has weakened, it is still the most efficient organization in the aspect of carrying out social policy aimed maintaining the benefit of state-owned workers. Dominated by the enterprise economy reason and social structure, the welfare motive and the welfare behavior weakened. The state-owned enterprise is an active actor according to the rule of benefits maximizing.
