On Effective Supply Of Compulsory Education In China

The research on education supply and demand is a basic problem in economics of education. The present situation of Chinese compulsory education supply can be reduced to the insufficiency effective supply of compulsory education, and the quality and quantity of compulsory education supply can not satisfy education demand. At the same time, various injustice and ineffective phenomena also stand out. This article analyzes six important aspects about Chinese education: the concept of its supply, the connotation of its effective supply, the definition of the effective supply of compulsory education, the present situation of its compulsory education, and the reasons of the limitations of its compulsory education and the correspondent political suggestions. And the detailed content consists of the following seven parts.The first part is the leading part. This part focuses on the problems that this paper discusses, briefly studies the present situation of Chinese compulsory education, and finally figures out the basic trail and effective ways of solving the problems.The second part of this paper introduces the concepts of supply and education supply, and makes clear of the history of the research of supply. There is an obvious difference between the supply and demand in education from the supply and demand in economy: the former is much more complicated than the latter. The major ways to adjust and design the education supply and demand are forecasting manpower requirements, gaining of educational investment and demanding of social energy, among which forecasting manpower requirements is the primary way to adjust the demanding of compulsory education. And in some way, the demanding of social energy also influences the demanding of rural compulsory education.The third part mainly discusses the definition and conditions of the effective supply of education. The effective supply is a newly developed field in developing economics and public economics. As the effective supply of economics, it requires not only the qualified products to suit the market demanding, but also asks for the balance between the price, quality, quantity and consumers' ability to pay, therefore, it can be valuable for using in the society. The element of effective supply is the continuing expands of the boundaries of possible productivity during the economic development and the supply system with the tendency of profits. Whether the education supply is valuable is only a criterion of value in some sense, and the criterion is many-faceted. The formation of educational effective supply will be necessarily limited by all kinds of conditions. The fourth chapter firstly reviews the historical causes of the emergence and development and the product property of compulsory education. Then it brings forward the concept, formation, function, characteristics and the influencing factors of the effective supply of compulsory education. The suggestion of theory of the effective supply of compulsory education possesses active meaning for the advancing of balance development of Chinese compulsory education. However, the effective compulsory educational supply has something different from the effective supply of common education. That is, compulsory education needs to give priority to the guarantee of the demand of national education, and its supply should possess four characteristics: abundant amount, balance quality, advanced justice and promoted efficiency. Because of the close relationship between compulsory education and the number of schoolchildren, the total amount, distribution, transferred and hope for education of school population becomes the major factors which influence the effective supply of compulsory education.The fifth part reviews Chinese compulsory educational supply mainly from the following four facets of the supply of educational opportunities: quantity, quality, impartiality and efficiency. In the selection of tome segment, this paper mostly collects he situation of the development of compulsory education after the year 2000. From the above four guides, the present situation of Chinese compulsory educational supply can be reduced to the insufficiency of compulsory education, and the quality and quantity of compulsory education supply cannot satisfy educational demand. At the same time, various injustice and ineffective phenomena also stand out.The sixth part discusses the causes of Chinese ineffective compulsory educational supply. The reason why Chinese compulsory educational supply is ineffective is many-faceted, both the long time formed regional diversity and urban and rural diversity, and the shortcoming of the educational system. And China is in the period of transition, it is lack of scientific prediction of education demands. The stagnancy of educational systematic revolution affects the improvement of compulsory educational supply. The quality and quantity of Chinese urban and rural compulsory educational demands have had a great change, but the system of educational supply doesn't possess corresponding flexibility, and still follow the stereotyped system of supply, and thus lead to the inefficiency of compulsory educational supply. The main causes of this phenomenon are the duality of compulsory educational supply, the dislocation of the responsibility of the principle part of compulsory education, and the illogicality of the arrangement of compulsory educational resources.The last chapter offers advices and suggestions to the expansion of effective supply of compulsory education combining with some recently implemented educational policies. The improvement of compulsory education supply should entail internal impetus through the establishment of scientific methods of education supply. And this way can help to adjust corresponding policies according to the changing education demands, and thus reduces the scarcity and overstock of the present education supply. However, the fundamental of this problem lays in the adjust to correct various irrationalities in the current education system. And also the ideology of compulsory education development should revolute. The central government should be the main supplier of compulsory education and should face the urgent task to expand gradually the supply of compulsory education and to adjust the educational institutions. The adjusts of future educational system should be smashing the obstacles of development between city and countryside, scientifically arranging compulsory education supply, re-dividing every governmental responsibilities, carrying out the system to inspire outcomes, optimizing the arrangement of compulsory educational resources, and accelerate the balanced development of compulsory education.
