Without characteristics of it's own, income distribution in Chinese university faculty adopts those used in most enterprises. Therefore, a innovation in theory is urgently required.The jumping-off in the process of theorized researching runs to grasping the understanding of the distribution status. Because of the current income distribution system adopted in Chinese universities, faculty commonly have a strong purchasing power. However, their income within system distributing is inferior to those of other careers, together with problems of a complicated structure, a seriously high income concealing. Main factors, such as professional title, externality of subjects, achievements reaching, are influencing the gap of income among faculty. They are dissatisfied with their income and thus results a contradicted psychology between self-evaluating and economic benefiting. And such psychology mainly exists among the middle-aged and the junior.After questioning on its systematical base, we can find the reasons as follows: low income within system is resulted by low salary supply from the state and obvious limitation about post allowance. Though there exists the advantages of intelligence-capital, faculty may turn to requiring income concealing because of the lack of state supply. At the same time, factors resulting in faculty gaining income concealing and pursuit of achievements sum are: market-tendency reform to university, administration-tendency supervision in university, and the settled distributing policy basing on post and achievement.There should be a certain distributing concept leading this system. The objectives of distribution in universities include both pursuing efficiency and guaranteeing academic, with are both contradicting and coincident. Though it is a necessity in distribution to seek for efficiency, the efficiency-pursued distributing concept in Chinese universities these years has failed in conciliating academic and efficiency. Their contradiction is a problem facing the income distribution.It requires a theorized research to go further in reasoning the income distribution in universities. The general background of this research is the different long-term-developed theory researching which is adopted by various economies respectively. Distributing according to work is adopted in universities since China firstly announced in the planned era. The consideration on how university chooses and adopts its distribution theory mainly relates with the gaming between government and university, university and faculty. The output of government to university is both its expense and its investment on human capital. Universities should acquire funds from social with its knowledge advantages if there are no enough finance from government.As the vindicator of public interests, the government invests in university aiming at promoting the development of university and raping the direct benefits, and the affect of interest groups and the values of the intelligent may influence the outlay investment from the government to university. Solution of faculty'human capital afford the equilibrium in game between government and university. On this basis, faculty's human capital has its specialized requirements on the distribution system, permanent approach and upper income level should be necessary.Historical carding and inter-country comparison have showed a wider picture and meanwhile carried the theorized research out into the reality. During the advancing distribution system of universities, general trend is that the relationship between government and universities will become more and more consanguineous and it is the period for higher station of university when academy efficiency have united in distribution. And faculty's human capital will be recognized gradually. Faculties of western countries have better structure-easied income and consistent distribution main body, which supplies some good experience for our reforming. But Chinese system environment is impacting with the reforming tend which is paying attention to performance in other countries'universities.In the process of reforming, distribution system in Chinese university need theorized reflection. According to the Game analysis of whether faculties each wade into their task highly or not, distribution system needs changing forcibly. Nowadays there are some irrationality factors: highly quantitative, distribution no academic; multi-path distribution. Faced with these, distributing according to either work or elements has shortcomings. According to the research of actualities and theories above, it concludes following points: First, the contradiction of academy and efficiency is a problem facing the income distribution in Chinese universities; Second, the gaming between government and university, university and faculty, is saying that faculty should gain the relevant income as well as their capital value, which is very important for the development of university and even the advantage of social economy and culture; Third, from comparison, university's distribution system should emphasis particularly on guaranteeing academy pursuing of distribution system. Fourth, former distribution theories haven't adapted to the reforming requires of the distribution system in Chinese universities. It needs updating necessarily and changing distribution mind which depends on checking and counting academy.Aim to give a powerful response to the reality of distribution in Chinese universities, as well as innovates the theory, the distribution based on human capital is introduced, new theory is a binding approach corresponding to the compound factor composed of elements of faculty human capital, based on professional title(stock of human capital), scaling up income according to achievements reaching(increment of human capital). The value orientation of new theory structure focus on academic. The basic contents of distribution project are: First, income into system is upper middle region's; Second, according to the expression the basic factors of faculty human capital, with faculty's professional title and achievements reaching as the human capital'basic variable; Third, the distribution mode made as a principle that is putting off and increasing income gradually; Forth, having removed from government , the power of distribution is focusing on school. It sets up a faculty's income distribution idea mode which is main based on professional title and achievements reaching. Theory structure is in order to make distribution in Chinese universities tend to the idea below—with the traditional academy of universities as the beginning and end-result, it will make faculty gain the passion to devote to academy researching persistently.
