"Employment orientation of higher vocational education", which is usually seen as some measures helpful to employment rate was brought forward by the government as a guideline for social problem. But if the benefit of each one were taken into account, what important would be not only the rationality of employment orientation, and whose orientation it is would be answered in advance.Considering the"interest"what is the most essential in our world, the author starts his work with the aims and choices of several interest entities such as school, student, and enterprise. Unlike those employment orientation based on"needs of society", there is also a framework of employment orientation based on"choices of interest entities". In this thesis, what the employment orientation means is just a harmonious state that comes from choices of interest entities before mentioned: either a cooperation between higher vocational schools and enterprises so that students could be free from a perfect competition labor market; or a preponderance belongs to a group of students coming out a certain school without a cooperative enterprise. Some methods and techniques such as the method of social stratification and individual choice, game theory, and the theory of transaction cost are applied so that all the rational preferences of those entities as well as the interaction between their strategies could be found. More important, there is also a kind of theoretical explanation for the choices of schools and businesses during the course of worker training under imperfect information. The author has discussed the meaning for"characteristic"and"first class"to each interest entity. Based on the concept"expectation of occupational status", a criterion for development of higher vocational education henceforth is put forward. We can name this criterion as"single rule", that is to optimize the expectation of occupational status if possible.
