This study based on organizational theory,wield method such as document analysis,interview,questionnaire research and mathematical statistics,it investigates variance of organizational structure and influencing factor of Chinese universities sports management(CUSM);as well as the PE researches of current situation and problems existed,it discussed organizational characteristics and the functions of Chinese universities PE:thus,optimizing the organizational structure of CUSM.This study is mainly divided by four parts:Partâ… is that the discussion of variance of organizational structure and influencing factor of CUSM.The variance of CUSM has been experienced four phases, the all-round adjusting during early period after the founding of New China and the imitation with Soviet Union pattern,the stasis during "the Cultural Revolution",recovery phase and prompt development phase.The factor affecting the variance has reached four main essentials by Factor Analysis:the development of PE function and assignment changing,the sports development of outside the school,inner school sports environment and the economic growth size with universities scale.Partâ…¡is to describe the current situation in the organizational structure of CUSM,as well as the analysis of existing problems.Referring to the classification of Chinese universities physical education,one has sports relevant programs(undergraduates and graduates);the other is without sports relevant programs.In the field of function structure, the function of universities sports includes sports disciplihe teaching and management(in case that having PE relevance programs),public PE teaching,outside school group activity,body constitution test,the sport team training,gym operating management,Sports science study,high level athlete cultivation,faculty' s CCP(Chinese Communist Party) and CYLC(Communist Youth League of China) build,social sports service and external contest and exchange:in the field of level structure,the universities have sports relevant programs normally adopt Level 3 or Level 4 structure,the ones without sports relevant programs normally adopt Level 3 structure:in the filed of department structure,dividing the underling department by function,specialty or zone;in the field of authority of office structure,whose authority of each department is basically conformity with its function.This study is analyzed based on current situation,indicated the existing problems in the organizational structure of CUSM,mainly consist in the blurring between learning management and administration, insufficient hierarchic structure,unitary organization form of basic scientific research learning,weak open-mindedness,lack of exchange to outside.Partâ…¢is to discuss sports organizational characteristics and the functions of Chinese universities.The universities have the nature of education,technicality,democracy,open-mindedness,relative independency and service.Their functions include education,society service and scientific research.These three functions can be integrated into six tasks.Partâ…£is an optimizing design for the organizational structure of CUSM.It discusses the principle that must be followed up of the optimizing design and analyses the contingency factors in affecting the organizational design.Based on the integration of Chinese universities' sports teaching tasks,suggesting that flexible matrix structure fits the organizational structure of CUSM with sports relevant programs(undergraduates and graduates);product department structure fits the organizational structure of CUSM without sports relevant programs.Furthermore,in the optimizing design for the organizational structure,each university should control and harmonize one self' s actual situation,and offering controlling and harmonizing methods.
