As an old saying goes,’Strong youths lead to a strong country.’In term of Chinese adolescents’health, fitness, sports level, however, overweight and obesity as well as myopia are getting worse. Physical fitness qualities such as speed, strength, endurance, flexibility, also remain to be improved. There is still acute shortage of high level competitive sports reserves. It is fairly significant to strengthen and improve the work of youth sports so as to promote the comprehensive development of teenagers during the process of building up a well-off society.Under the methods of literature consultation, expert interview and comparative analysis, this article reviewed the history of youth sports management organization structural development, then analyzed the management functions of two main organizations of national youth sports-Ministry of Education, Sports department under the division of physical health and arts; and Chinese sports administration’s youth sports division. The former’s functions are:formulating the relevant policies and guidance documents of campus sports; guiding the construction of physical education textbooks, training and management of teachers; leading the monitoring project of student physical health development; managing the traditional projects of primary and secondary schools; managing athlete selection, sports settings and other extra-curricular sports training and competition of high level college sports teams. The functions of Chinese sports administration’s youth sports division are: formulating the relevant policies and guidance documents of youth sports work; guiding the development of teenager fitness test; guiding the setting of teenager sports service systems, sports clubs and outdoor activities; guiding the cultivation of competitive sports reserves and their cultural education; inspecting and supervising the national teenager sports; undertaking the research and training of national teenager sports.The analysis revealed that the major problem in these two organizations lies in that the functional competence is obscure and overlapping, which leads to the current fragmented structure of sports education and cultural education. The obscure and overlapping mainly manifested as follows:the Youth Sports Division is responsible for national teenager sports, while the Sports Department under the Division of Physical Health and Arts is responsible for campus sports, yet the two fields is highly mixed, which would result in the difficulties of launching campus football events, confusion in attributions of coaches and toothless definition of teenager sports clubs. The overlaps of functions mainly concentrate on both students physical fitness monitoring and teenager athletes’cultural education.Based on the above conclusions, this article offered several suggestions: Firstly, simplify the management organizations of teenager sports and clarify their responsibilities; secondly, improve communication and coordination mechanism between the Ministry of Education and the General Administration of Sport Youth Division; thirdly, promoting the development of relevant laws and regulations.
