This paper includes seven chapters except the introduction. The introduction mainly elaborates three questions: the first is explaining the significance of statistics thoughts research from the point of view of the current situation of statistical thoughts research, the development of statistics and the problems existing in the development of statistics in our country. The second is making a review of the research achievements of statistical thoughts. The third question is about the introduction of the structure of this paper, the methods and the original ideas.The first chapter mainly analyzes the meaning of statistical thoughts, the contents that needs to be studied when making a research of statistical thoughts. We think the so-called statistical thoughts is about the consciousness, reorganization of "how to statistics, what to statistics, and for what to statistics". Divided by the content, statistical thoughts can be classified into the aim thoughts of statistics, the content thoughts of statistics and the methodical thoughts of statistics. Divided by the degree of maturation, statistical thoughts can be divided into primary-level, middle-level and high-level statistical thoughts.The second chapter makes a review of the developing course of statistical thoughts in domestic and abroad, makes a summery of the main contents of western statistics in different times and the developing courses of Chinese statistical ideas. The western statistics has gone through the classical statistics phases, modern statistical phases. From the middle 17 century, the arise of Potential State School signifies the start of systematic academic research of statistics ,after the development of Potential State School,Political Arithmetic School,School Social Statistics and School Mathematical Statistics of more than 300 years , Western Statistics has formed the system of mature statistical thoughts and systematic theories of mathematical statistics and technical statistics. China begun to accept the western statistical thoughts from the Qing dynasty. After the foundation of new China, for our political system of institution is socialism, so our country naturally chooses the socivet-uninon statistical thoughts and rejected the statistical thoughts of mathematical statistical school. With the reform and open up, the category of statistics begun to include mathematical statistics. In the 1980s, social economic statistics and mathematical statistics begun to develop, a lot of western statistical achievements has been introduced into china. The "big statistics "idea has been put forward in the end of last century. Professor Zeng wuyi, He keng, Li jinchang and Su weihua has made great contribution to the expansion of statistical thoughts.The third chapter mainly researches the difference that ever existed and the difference still exists in the development of statistics, and the significance of resolving the difference. The first section mainly reviews the difference of what is statistics in the development of western statistics. The difference of classical statistics mainly concentrate on the methodical thoughts, the modern statistics systematically recollected the problem of how to define the statistics as a subject. The second section mainly reviews the difference between the classical statistics and the Bayesian statistics. First, this paper summarizes the development course of Bayesian statistics, then summarize the specific difference between Bayesian statistics and Classical statistics.The fourth chapter discusses the reasons of difference in the development of statistics between china and abroad. This paper analyzes the factor that influences the development of statistical thoughts from the angel of material culture and system. First, this paper analyzes the development of the meaning of culture, and makes the idea of William Fielding Ogburn as the definition of this paper. Then this paper analyzes the different influence of domestic and abroad culture to the development of statistics. The third chapter mainly analyzes the influence of system and culture to the domestic and abroad statistical thoughts, mainly includes the difference in social evaluation, surge of thoughts and culture base.The fifth chapter takes the previous four chapters as the research basis, summed up the thinking of the statistical characteristics and specific formation. On the method of using system, summarizes general evolution law of the statistical thinking systems.The sixth chapter mainly puts forward the outlook of the amalgamation of western and china statistical thoughts. There exists certain gap in the development of statistical thoughts between domestic and abroad. The current problem that Chinese scholars have faced is how to develop the statistical thought in current situation. Combining the conclusions of the former chapters, this paper puts forward some suggestions, such as building the cultural circumstance, clarifying the ideas and making correct mode of logistical thoughts of statistics.The seventh chapter summarizes the main points of the whole paper, and points the direction of further study.
