University Research and Innovation team is groups that break the existing management of the University to build a model with vigor and vitality of the "environmental adaptation capacity".Itself is rooted in the resource-rich organic soil with the strong culture and knowledge of university, at the same time, the good theoretical knowledge and expertise of different disciplines of the university teachers have become a strong guarantee of the theory of highly sophisticated projects capture . So ,in fact ,the research and team-building has become a top priority in the university of innovation system in China.At present,the research of construction of models, approaches and methods of scientific research and innovation team in systematic research was not put out in China.Because the laws of its features still to be understanding,and some successful experiences abroad is also worth learning,the systemic research of scientific research and innovation team in the Chinese University has become a complete system of China's scientific and technological innovation imperative.Therefor,In this paper, based on the theory of systematic research of scientific research and innovation team, put forward the concept of cientific research and innovation team, characteristics and its role,thus put forward the issue of cientific research and innovation team must be in accordance with its internal and external rules to build. Base on the analysis of cientific research and innovation team, learn from the successful experience of cientific research and innovation team in developed countries,a preliminary outline of University Research and Innovation team-building models, approaches and methods was put out. Specific research content and innovation is reflected in the below:First, the basic theoretical of scientific research and innovation team in the Chinese University are deeply researched. It reveals the background of scientific research and innovation team in the Chinese University, and expounds the connotation,property and type of scientific research and innovation team in the Chinese University, also analysises the element,characteristic and mode of scientific research and innovation team in the Chinese University,determineds five principles scientific research and innovation team in the Chinese University's construction which is improve the occasion,gradual cultivation,reasonable incentive,appropriate authorization, Integrated sharing.Second, it analysises development Status and problems of scientific research and innovation team in the Chinese University. After years of development, it significantly increased by quantity, the overall quality, structure of scientific research and innovation team in the Chinese University. But compared to innovation team of business, particularly scientific research and innovation team of University abroad, scientific research and innovation team in the Chinese University construct later, it also lacking in experiences of sophisticated research and innovation team-building. Therefore, the method offormation is a little simple. It have not formed a relatively Perfect model of the formation, and lack of refined management methods to construction and systematic management system. There are some problems as follow, the Team Formation, the established of Internal coordination mechanism, the formation of the capacity in innovation team, the improvemont of the environment for scientific research, the management and performance evaluation in team, Team Culture, etc.These problems cause by structure, systems, operating mechanism, capital investment, and the construction of team culture.Third, it systematically discussed the experience of building the innovational research team in foreign universities. Foreign universities have all kinds of innovational research teams, and large-scale research teams are mostly located in Engineering Center or the Key Laboratory. Moreover, there are still a large number of inter-disciplinary research teams, as well as teachers and students of the Community model of small-scale research organizations. In order to study conveniently, the innovational research teams of universities in US are the main object of the study. It analyzed the forms, compositions, scales, material support, managements of these teams. The main experience related to that governments and universities providing policy support for research and innovation, choosing outstanding leaders and excellent researchers, financing multi-channelly and funds management standardization, guiding and promoting interdisciplinary research team to trengthen training, scientific innovation in performance evaluation and efficient incentive system, excellent academic tradition and relaxed team culture, emphasizing production and research cooperation and team-oriented scientific research, etc.Fourth, it has given the policy to build our University research and innovation team. In order to strengthen our efficient research and innovation team building, we should mainly focus on the following five points. First, the organizational culture construction of the University research and innovation team, it mainly includes: the academic supreme value, cooperation, order, development, inquiry spirit that keeps seeking and innovating, self-discipline. Second, according to goals guide, our University research and innovation team has several types: the type on specific scientific or technical problems, the relatively stable type on academic direction, the combination type on several academic directions, the type that integrates production, learning and research, etc. Each type has its specific main direction。Third, the recommend of our University research and innovation team include Clearly the main the responsibility of university research and innovation team, reconstruction of universityresearch and innovation team evaluation indicators, the design of university research and innovation team organizational structure. Fourth, The formation of the management to university research and innovative team .The focus from inputs and guidance to increase it. It should strengthen goals of organizational to the team, build the team leader and form academic echelon to construct complementary research groups. Also,open up the subject area, and combine self-cultivation and the introduction to build a large platform for the development of the team. Create a team environment for growth and a harmonious atmosphere. The promotion of institutional and management innovation provide solid protection for the team. Production and research of science dealing with the problem creates all-around team and specifica guide.Fifthly ,it is to build university research and innovation team environmental safeguards in the system, policy, science and technology, culture,supporting for innovation in a team environment.
