Modern science is now rapidly developmenting in a highly differentiated trand, the interaction, penetration and integration across disciplines and technology make the emerging of new disciplines. These characteristics make the modern scientific research activities increasingly collective and large-scale, and gradually evolved into a collective and collaborative activities with multi-disciplinary and multi-personnel to participate in. The large scale and socialization of scientific activities require, academic staff take an internal academic organization emphasizes group collaboration, meanwhile, the loose organization of universities as well as the diversity and concentricity of disciplines offer the sufficient conditions for the build of such academic organization.In this situation, there came into being the Scientific Research and Innovation Team. Practice has proved that the team has great potential, and team-based research has also made remarkable achievements. Team members may have expertise in different disciplines, covering different range of knowledge, however, they research around a common goal of close cooperating, taking advantages from each other,, continue toimpact and innovation, all of these are conducive to scientific discoveries and technological breakthroughs. Therefore, currently, it is the basic tasks of scientific research to train a scientific research and innovative team of well flexibility and interactionis.This paper mainly focuses on how to further optimize the operating of mechanisms of Scientific Research and Innovation Team. The paper is divided into six parts. The first part is the introduction about the research background, that is the highly differentiated trand of modern science development of cross-integration and the historic mission of universities of our country in building an innovative nation, and thus put forward the main elements of this study and research methods. The second part is the basic theoretical research about the scientific research innovation team and its operating mechanism, explaine the meaning, characteristics, elements, structure, life cycle and the mechanism of scientific research innovation team, and analysis the team operating environment and relevant elements influencing the team under this basis. The third part is about the current situation, survey and data analysis from six of 19 samples of universities indicate the current status, problems and causes of the Scientific Research and Innovation Team. Part four is the case studies, the depth study and system analysis on the Scientific Research and Innovation Team from Cambridge University Cavendish Laboratory, Bio-X program at Stanford University, State Key Laboratory of Crop Genetic Improvement and Development Research of Huazhong Agricultural University, and the Rural Develoment Research Center of Hubei Province sum up their success experiences, and make good examples for exploring the innovative operating mechanisms that benefit the Scientific Research and Innovation Team of universities of our country. The fifth part, considering the problems and reasons of Scientific Research and Innovation Teams of our country and excellent team building experience at home and abroad, builds the operating mechanism system of scientific research innovation team on the basis of theoretical research. According to the previous parts of the theory and empirical analysis, part six puts forward countermeasures and suggestions on the operating mechanism problems of scientific research innovation team of our country.
