Along with knowledge economy's oncoming which is taking the knowledge innovation and the innovation knowledge application as dominant character, the innovation, especially the technological innovation widely is approved to a country fate's violent important. Comprehensive national strength's competition, materially is the technological innovation ability competition, technological innovation ability is deciding the economic development tendency and economical long-term sustainable development ability. The university as the technical organization and the education organization's entity, has the knowledge production, the knowledge dissemination, the high technology and new technology research and the development, the technological and technical payoffs transformation, the derivation enterprise and the enterprise technical service and the consultation and so on multi-purpose, is the technological innovation important force, is also the innovation system's important component. In discipline highly integrated, overlapping, under seepage situation, the technological researchers not only need the independent thinking and the research, moreover needs the team attack. This article take studies the university technological innovation team the evolutionary process as a goal, carries on the empirical analysis from the team stratification plane to the university technological innovation team's evolved way, regarding sharpens the university technological innovation ability to have the very vital significance.Looking from the massive literature material analysis, the paper firstly researches the connotation and the way to set up of university innovation team and finds that there is a typical correlation between the university technological innovation team's investment and national innovation system's average per person GDP. Then it has studied the development condition and the existence questions in the university technological innovation team emphatically at present in our country.Next, embarking from the diffusion theory, the paper has proven the university technological innovation team's diffusion structural feature from four aspects. Based on that, the paper has found the university technological innovation team to carry on the condition which evolved from the organization. Then elaborated using the entropy theory the university technological innovation team evolves from the organization the agent, and has constructed team's changes a model from organization evolutionary process in entropy, and has obtained the university technological innovation team's evolved mechanism from the evolved power supply and the evolved equivalent accumulation. Then through the expert questionnaire, the paper has coordinated the strength of some university technological innovation team to carry on the empirical analysis.Finally, the paper has analyzed the factors which are restricting university technological innovation team to develop in our country, including operational mechanism not perfect, system barrier, examination system not science as well as innovation culture weak and so on.
