In the era of knowledge economy, scientific development tends to be specialization and integration and interdisciplinary cross-permeability is up to an unprecedented degree. Scientific and technological research is no longer a scattered, closed and individual study but an open and collective research with certain scale, emphasizing cooperation; science innovation, with a model of personal heroism, is not working any more, but it is in some degree the crystallization of the wisdom of a team. As the progress of science and technology and the innovation in knowledge contributing more to the development of the socio-economic development, universities, as a propellant of scientific research and innovation, becoming more aware of the importance of team-building and cooperation innovation and then require objectively to strengthen the construction of scientific research and innovation team in universities. However, building scientific research and innovation team in universities is a scientific, rational process and a complicated systematic project as well. Therefore, how to build a high-performance scientific research and innovation team, how to increase effectively colleges and universities' capacity of innovation and scientific research, and how to select and train a leader who can lead a scientific research team to be developing are the common problems on which managers and researchers of higher education has focused.At present, China's colleges and universities innovation research team is still in the initial stage of construction: most teams are still limited to the same colleges and universities within the same subject; a small number of teams possess interdisciplinary characteristics; the integration and efficient use of team resources has not yet been achieved; for some teams, their objectives of building are even unclear; the original innovation ability of some teams is not strong; Lack of high-quality scientific research personnel and team cohesion, and so on. For those problems, we must take positive measures to speed up the pace of scientific research and innovation team building. First of all, the government and colleges and universities should provide scientific research and innovation team building with preferential policies and give them strong support for conditions; Second, through standard management concepts, scientific leadership mechanisms, multi-incentive system and a sound performance evaluation system, colleges and universities' scientific research innovative team building is ensured with sound institutions; third, we should lay the foundation for scientific research and innovation team building , with major scientific research projects as tie,subjects building as main line,cross-disciplines vigorously developed to promote original innovation,national scientific and technological innovation as platform,key scientific research bases as supporting, research resources reasonably absorbed and distributed; Fourth, to treat the leading discipline personnel as the core of a team, to employ "flat" echelon organizational structure, integrate colleges and universities' basic academic organizations, to foster innovation talent and improve the system of leader selection and training, and to create a favorable environment which is beneficial to the growth of team and its members. Fifth, it is necessary to strengthen the culture construction of a scientific research team, so that team members share a common pursuit of value, innovation and solid quality, fresh and academic style of study, rich cooperation atmosphere and free academic environment and harmonious cultural concept. Through a series of measures mentioned above, to strengthen the atmosphere of innovation within a team, stimulate the desire of innovation and research of team members, encourage team members' enthusiasm for innovation and scientific research, activate the potential scientific innovation of team members, reach a critical mass of fine talent, raise the ranks of scientific research and innovation and competition, have an important impact on the birth of the results of original innovation, and promote the construction of high-level universities and key disciplines.
