The society progress is depended on the quality of people, so education is the first cause to the development of society. Facing the demand on development of modern society, from the middle and later stage of 50years in 20century, education reform became the common topic in the international society with the changing of educational thoughts; the curriculum is the core of education which became the focus of education reform. In the background of curriculum reform in the world, the eighth basic education reform from the new China which changes from testing education to quality education pulls away prelude, this reform is the biggest in the all previous reform, so its historic importance is profound.On the basis of thought of"development of every student"by the new reform, the management system of the central authorities became the three rank, the school-based physical education curriculum embodied the changes of policy decision system, model of physical education curriculum exploitation from up-down, center-fringes to down-up, the schools have part of power of physical education curriculum decision, which take the historic opening and provide the victuals in the level of theory for the opening ,activity and freedom of physical education curriculum. On the new condition of management system for physical education curriculum, the evident change is the development and combination of curriculum resource according to student, so curriculum resource exploitation becomes new problem faced by reform. Furthermore, because curriculum contents are the core of curriculum, curriculum contents exploitation becomes the key to the curriculum resource exploitation.The exploitation for physical education curriculum resource was not well before the new physical education curriculum reform, a mount of physical education curriculum resource which are benefit to students were left unused outside schools, leading to simple structure of curriculum, no use for the new curriculum contents under the influence of subject-oriented, the main cause that students like physical education curriculum but physical education on account of the lack of curriculum contents.The features such as different economical conditions, region, grade rank, nations and physical education traditions in schools had no evident role in the united physical education curriculum contents.Under the direction of reform thought from the new physical education curriculum reform, the different schools have made great efforts in the physical education curriculum resources, made great achievements, enriched the contents and improved the interests of students, three-dimensional physical education curriculum contents is setting up gradually. But, the problems always go along with reform, with restrictions to these problems, they will turn aside the direction of reform. So the practice of exploitation for physical education curriculum contents resources need theory direction, which can pull the reform successfully. In account, these factors as above became the basis of this thesis.Using the method of literature, interview, questionnaire, statistics , this thesis gave systematized research to the questions such as exploitation for physical education curriculum contents resource, value judgment, principles, channel, countermeasures, conferring to exploitation for physical education curriculum contents resource in the condition of"must"; furthermore, obtaining the exploitation for physical education curriculum contents resource in the condition of practice from the research to Shijiazhuang city; at last, in the light of the present condition of exploitation for physical education curriculum contents resource, this thesis put forward relevant countermeasures.The main conclusions as follows:1. The exploitation for physical education curriculum contents resource used by value judgment is very important. Such value judgment is the thing that, according to the need of student as value object, appraisal object s measure physical education curriculum contents resource as value subject whether to satisfy the need of students or satisfy the need of students to some extent.2. The basic contents including: whether to be benefit for the development of students (whether to be benefit for the body health, mental health, social adaptive ability), mastering the physical education knowledge by students, understanding physical education culture.3. The exploitation for physical education curriculum contents resource must be abided by some principles, including convenience, health, distinguishing feature, safety, function, liking, moderation4. The channel of exploitation for physical education curriculum contents resource includes: introduction, reform, creation. Introduction of physical education curriculum contents resource means that physical education curriculum contents resource outside school as original form is introduced to school. Reform of physical education curriculum contents resource means that some physical education curriculum contents resource outside school are changed appropriately during the course of instruction in order to adjust to the physiology and mental features of students, as well as object conditions such as field and equipments. Creation of physical education curriculum contents resource means that, in the light of aim of physical education curriculum, with the help of body practice, normal equipments, etc, we can create physical education curriculum contents5. Countermeasures of exploitation for physical education curriculum contents resource includes:(1) Mastering and knowing rightly the value direction of exploitation for physical education curriculum contents resource as"students-oriented development.(2) Using value judgment to exploit the physical education curriculum contents resource.(3) To win over the support by unit leaders in the exploitation for physical education curriculum contents resource.(4) Developing fully the leading role of management staffs in the exploitation for physical education curriculum contents resource.(5) Establishing the curriculum sense of physical education teachers, improving the ability of teachers in the exploitation for physical education curriculum contents resource.(6) Developing the object role of students in the exploitation for physical education curriculum contents resource.(7) Providing the conditioning guarantee for the exploitation for physical education curriculum contents resource.(8) Strengthening the use of physical education curriculum contents resource after exploitation.(9) Reforming the athletics curriculum contents present on the methodology.
