It is important for China to develop higher education and the nation by the way of optimizing the staff allocation and improving teaching resource allocation in an era of popularization of higher education. Based on qualitative analysis and quantitative analysis, the dissertation pointed out the connotation of teaching resource form optimization theory. This paper mainly focus on C to get a deeply research for the question mentioned above. A new different interpretation of teaching resource allocation has been given in the paper.We hold on a view of teaching resource allocation as developing process and static results. And We look teaching resource allocation as a link between teaching resource development and use or a result of human resource allocating. The solutions are improving mechanism of human resource allocation, building a new system of teaching resource allocating, reform the management models of university staff and enhance institution innovation.
