Teacher management is the central work among secondary school management. The core of teacher management lies in inspiring teachers. The paper investigates and analyzes the status quo of teacher management of the seven key secondary schools which are directed by chongqing's educational committee, and then puts forth the significance of constructing teacher encouragement mechanism. The paper insists that the construction of teacher encouragement mechanism must focus on the particular traits of teacher's work, teacher's various needs and long-term development, depends on teacher's work pressure, effective external motivation, and finally turns to teacher's self-encouragement. The external requirements of school management turn into teacher's self management behaviour on condition that teachers recognize and follow them.The paper explores mainly about the forming factors, process and ideals of teacher encouragement mechanism, then puts forth three teacher encouragement mechanisms: Inner motive force mechanism, External motive force mechanism and Inner-external interaction mechanism. The author of the paper insists that the standard level of effective encouragement is that of validity and differentiation. The effective teacher encouragement ought to be the integration between external motivation and inner motivation, between material motivation and spiritual motivation, between management requirement and management persuasion. The professionalization of teacher management epitomize "management subject turns into object"and "management object turns into subject". The author also has a try about adopting the related theory of teacher encouragement to the practice of teacher management of attached secondary school of SWNU (South-west Normal University), in the meantime makes reflection about it.
