Perfect encouragement mechanism on university counselor is the important assurance for strengthening university counselor team, improving the political education of university student, maintaining university stability, for as much as the university counselor is organizer, mentor and practitioner of university's regular ideological & political education and management work. University counselors could be prompted trying their best to enhance comprehensive quality and working ability, improve the level of university ideological & political education.How to establish and improve encouragement mechanism on university counselor was researched in detail with some methods including literature collection, inquiry, comparing, logical reasoning, induction, data analysis, case study etc. After stating the encouragement theory and analyzing the importance of researching encouragement mechanism on university counselor currently, the problems and the reasons for these problems in encouragement mechanism were analyzed by investigating the current situation of university counselors, which was acquired by analyzing characters and requirement from university counselors of several universities in Xi'an as examples. Construction principles and overall framework of encouragement mechanism on university counselor was established based on encouragement theory and encouragement model. Example as XAGY University, safeguards of implement were brought forward from actual needs of counselors. The results in this paper were hoped to benefit for much further research about encouragement mechanism on university counselor.
