| Education is a eternal social phenomena and a great system engineering. Higher education is the summit in the education systems. It serves for cultivating all kinds of high-quality people with professional skills in the country. So a lot of presidents with qualified politics, excellent style of work, profound professional work are needed. With the deep-going reform and enlarged sovereignty in the colleges and Universities, the Presidents play more and more important roles. Nowadays, the presidents are the major resources and the key people for the reform and development of colleges and universities. In some way, the challenges among the colleges and universities mean the challenges of presidents' qualities, abilities, thoughts and personalities. The president's quality and dynamic role decide the level, benefit and learning of the school. However, higher education as a public product has been monopolized for a long time by the government so that market and social force can't get into the school. The close relationship is formed between the government and school. The abuse is that the school can't run according to the market rules because of the government's interference which makes the presidents difficult to play his dynamic role. The presidents will be encouraged through the application of encouragement theory's rule, method and skill. The establishment of the vocational presidents' market made the dynamic mechanism, supervisal mechanism and benefit guarantee mechanism be perfected.
