As the major sports country turn into the world sports power with the goal of establishing, school sports development have became one of important strategic to promote the development of sport in China. The studies on school sports development have been more comprehensive, in-depth. It has been changed gradually to the comprehensive and holistic research of"the athletics of school"from Limitations study of development issues of highly concentrated in a high level sports teams, after-school training and the sports items traditional school. The concept of the development of"the athletics of school"has been changed gradually to stand out education and special skill of sports from stand out motor skill. It makes a second look about the concept of the development of"the athletics of school". The new concept will guide the development of the athletics of school to a comprehensive and sustainable direction.The level of ability and quality of the athletics of school coaches is one of the core issues that affect the athletics of school sustainable development. According to the human resources theory the level of investment in human capital determines the level of human resources'quality, thereby determining the size of income. Now in our country, the lack of training institutions and training contents about the athletics of school coaches show the shortage of human-capital investment, we must increase human-capital investment, establish and improve training and certification mechanisms of coaches, enhance the level of professionalization and specialization of the athletics of school, so we can get a farther development of the athletics of school.This study was based on the theory of thought of scientific development, the theory systems management, the theory of human resources, the theory of learning-oriented organization. Literature method, interview survey, mathematical statistics, analysis and other research methods were using for comprehensive and holistic studies of the athletics of school coach's development issues. In this paper, the focus of the study is to determine the athletics of school coaches training and certification system's principle,objective,structure and function of our country. Establishing a decision support subsystem, implementation subsystem, support security subsystem for the main structure of our school sports coach training and certification system .The study main has the following conclusions:Firstly, The connotation of Chinese "the athletics of school" is to follow the laws and rules of the education and athletics in the school system ,and conduct an organized, planned, targeted competitive sports trainings and competitions for the sports expertise and the sports-loving students, this education process promotes the comprehensive development of man. It's essential attribute is education, fostering all-round human development is the basic concept, the activities of all the students is the main body and helping the students achieve physical, psychological, social and other aspects of the comprehensive free development is the ultimate goal.Secondly, do not have clear understandings about the athletics of school's goals and values, the organizational structure is irrational, the management situation is confusion, the management functions are overlapped or blank and many other issues is the main factors that hinder the developing of the athletics of school.Thirdly, the level of ability and quality of the athletics of school coaches is one of the core issues which affect the development of the athletics of school. The lack of the Chinese athletics of school coaches training and certification system hindered the development of the athletics of school system seriously. In the Chinese athletics of school coaches training and certification system, the athletics of school must be regarded as a stand-alone system, making systematic and overall designed studies.Fourthly, the athletics of school coaches training and certification system is an open, dynamic and artificial complex unity that consists of multi-factor. Its goal is the athletics of school coaches training and certification system is improving the knowledge and skill of the coaches, promoting the athletics of school coaches developing professionally and highly specialized. With the scientific decision-making as the guide; using perfect organizational structure and advanced organizational culture, scientific system of organization as the protection; the training, examination and certification is the specific implementation process.Fifthly, the athletics of school coaches training and certification system has the characters that relevant, holistic, hierarchical and orderly,has the function of improving the athletics of school coaches training and certification system organization structure, providing a scientific, systematic implementation and management strategy, improving coach's professional knowledge and skills, promoting the athletics of school coach's professionalization and specialization development .Finally, the establishment of the athletics of school coaches training and certification system provides inspiration and research perspectives to the systematic study on the development of Chinese athletics of school; provides the operational strategy for improving the athletics of school coaches'abilities and qualities. It has played an exemplary role in Chinese Students Sports Federation organizational structure and management system reform; has an important realization of the theoretical and practical significance in promoting the self-improvement of the athletics of school system, achieving the strategic goal of forwarding into the world sports power.
