This research elaborates the publicness of compulsory education from the perspective of supply process. It not only elaborates the concept of publicness of administration to compulsory education, but also demonstrates three factors that affect the publicness of administration to compulsory education. The paper enriches the connotation of publicness of compulsory education, and provides a guideline to the improvement of the efficiency of compulsory education supply. According to American economist Paul A. Samuelson's theory of public goods, public goods own two features, namely"non-exclusive"and"non-competitive". The publicness of public goods is embodied in the consumption process of public goods, and is formed by the natural property of public goods. As important public goods, most compulsory education is provided by the government. So concerning the supply of compulsory education, a relationship of agency is formed between the public and the government. The study of bureaucratic economics and the present situation of the supply of public goods show that the government has strong autonomy and it will not provide public goods automatically according to the public needs. Therefore, if we want to achieve the publicness of compulsory education in the consumption process, we must guarantee the publicness of the process of compulsory education supply. That is to say, the process of compulsory education supply should reflect the features of fairness and openness, at utmost embody the public will and protect the public interests. As basic elements of management activities of compulsory education, the management governor, management tools and management function directly influence the publicness of management. This thesis analyses the administrative publicness of compulsory education in county level from these above three aspects, and points out the reason is that the interests'structure among the public, higher levels of government (the government that govern the county level government directly) and county level government is separated; the separation has resulted in the county level government's alternative educational management, and led to the lack of administrative publicness of compulsory educational in county level.As the agency relationship between the public and the government is the main reason that leads to the lack of administrative publicness in county level of compulsory education, the solution of publicness problems actually lies in resolving the risk of the agency. The solution of this study is: Taking"public governance theory"as an analytical perspective, advocating the stakeholders and other social subjects participate directly, as well as committing to the improvement of the agency relationship, which expands the study space for agency problems of education. Basing on the clarification of the development of public governance theory and the analysis of the characteristic and spiritual essence of public governance, it raises the concepts of"governance in county level of compulsory education"and"governance structure in county level of compulsory education", which not only promote the development of educational governance theory, but also lay the foundation for the construction of the Chinese educational governance theory. The governance structure of compulsory education is constructed from three perspectives, including building principles, governor and the running system, which is beneficial to the development and overall promotion of compulsory educational management in county level as well as to the achievement of the goal that compulsory education should meet people's needs.To improve the feasibility of compulsory education governance in county level and maximize the publicness of compulsory education supply, this research puts forward the principle of localization, the principle of gradualness, the principle of fairness and the principle of will-embodiment. In addition, the study not only advocates that stakeholders and other social subjects should directly be involved in, also emphasizes the use of existing state management mechanisms within the present system, and calls on the co-governance of the subjects inside and outside the system. From the design of the operating system, either the operation principle of"balances - cooperation"or the focuses on solutions of the issues of collective action, representatives'responsibilities and power constraint, emphasizes too much on the protection of public will and interests. The specific operating strategies include institutions that can make different administrative departments cooperate smoothly; the routine government reporting system; the government hearing system that can protect stakeholders' rights well; the education performance evaluation system which can make stakeholders participate freely.
