"National long-term educational reform and Development Plan (2010-2020)" proposed to "fully respect the people's pioneering spirit, encourage all to actively explore, be creative and innovative implementation of the Plan." County-level cities of compulsory education is quite conspicuous lack of fairness, the Government should start from the county's educational equity, one by one counties (cities, districts) do a good job, and finally to the point to the surface, and achieve the strategic goal of educational equity.Status of county-level cities mainly in Compulsory Education:National Education macroscopic total lack of financial input, the imbalance between regions. Level in the county-level cities,the existence of Compulsory Education in inter-school differences in status.County-level cities mainly in equity compulsory school management, compulsory education, teacher allocation and compulsory education system in four areas. Is the source of the problem:government responsibility is not in place, education, and educational philosophy behind the system is incomplete.Construction of county-level cities fair evaluation system of compulsory education, should adhere to the subjective and objective indicators index combines the principle of comprehensive principles, operational principles and dynamic principles. From the school management, education funding, teacher allocation fair evaluation of selected indicators of compulsory education, compulsory education in building a fair evaluation system for county-level cities. Finally,fuzzy comprehensive evaluation method to measure the indicators of the fairness of compulsory education.Compulsory education to achieve fair and county-level cities, it is recommended to start from the system construction, education reform. First, strengthen the county government work to achieve a fair assessment of compulsory education, foster awareness of the first responsible person to explore the development of the law for educational institutions and appointment of cadres. Second, establish and perfect the use of education funds into a balanced and efficient system sufficient to achieve a balanced investment in education, efficient use of funds. The third is to take effective measures to ensure high-quality system of compulsory education Teachers. Fourth, to actively explore the county-level cities of compulsory education, resource sharing system.
