Institutional Construction About The Three Industries' Synergy Drive Of China's Western Region

To achieve rapid change in the pattern of economic development is a crucial task concerning the economic situation of our country. In the past 30 years, there have been great economic achievements in our country owing to investment and export. The chief reason for the stable and rapid economic development in our country is that we have managed to grasp the opportunity of international tertiary industry transfer with the comparative advantage in labor resources and outbound industrial development strategy, thus becoming one of the chief manufacturer countries in the world. However, fast economic development is attended by some problems, especially over dependence on the secondary industry and material consumption, which in turn leads to unreasonable economic development pattern. The 17th Conference of CCPC proposed that we should increase the speed of economic development transfer—from sole dependence on the secondary industry to a synergy drive of all the three industries—which clarifies the direction for the improvement of traditional industries, cultivation of new industries, transfer of production elements to more efficient industries in our country, and thus makes possible strategic adjustment of economic structure and transfer of economic development patterns.Synergy drive of three industries is a great project in promoting the transfer of economic development patterns in our country and a key theory and method involving Industrial Economics and Synergetics, which requires gradual improvement in practice. We should develop the economy in the West intensively to realize a well-off society. West Development project has been conducted for ten years but there are still a lot worth consideration regarding industrial development patterns, one of which is which way the economic development in the West should follow. There has always been hot argument about the priority and focus of the development of three industries. The present essay will explain why synergy drive of all the three industries is the only way that we should follow, as well as clarify the point that the root of synergy drive of the three industries in the West lies in institutional construction.The essay is divided into seven chapters.
