Regional innovation system is the basis and an important part of the national innovation system. Competitiveness of the region is derived from the regional innovation capability. Improving the regional innovation capability is a system project which needs to take it into consideration the overall design. Research of innovation mechanism is the theoretical basis,objectives and focus for the formulation of innovative policies. Fully understanding the mechanism of innovation is necessary to ensure validity and scientific of innovative policy. Perfect innovative mechanisms lead to effective integration and usage of the innovative resources, promotion of innovation efficiency, great improvement of the regional innovation capability and competitiveness.The thesis chooses innovation mechanism of RIS as the object of the study.The main works of the thesis are the following:(1) A model of regional innovation capability of China is established so as to evaluate regional innovation ability,and an empirical research is conducted to find the relation between innovation capability with the regional policy-orientation.(2) The thesis discusses the meaning of collaborative innovation, analyze factors of regional innovation capabliity of RIS, and collaborative innovation based on "tiple helix" structure, find the driving machism and function condition.(3) This paper focuses on the machnism of innovation ability of RIS. From the endogenous perspective, by the research methods of combination of qualitative and quantitative, static and dynamic,the paper study the structures, driving, incentives and coordination mechanisms,that impact regional innovation capability, so to provide scientific and effective methods of theoretical guidance for improving regional innovation capability of China.The main innovations of the paper include the following:(1) The use of collaboration to build the structure, motivation, incentives and coordination mechanisms model of regional innovation capability, provided the basis of improving the effectiveness of formulation and implementation of S&T policy (2) The analysis of variance and factor analysis of the difference of regional S&T policy, the support mechanisms among the various policy of different deparments, in order to improve the operability of S&T policy and implementation performance.(3) For the trap of low input in S&T development of backward regions, through analysis of its internal generation mechanism,It find that poor availability of public resources of backward areas is the direct cause,while the main factor is the characteristics of innovation system. Pointed out that the main role to this problem is the government, policy objectives and implementation principles is suggested, and the implementation of the policy approach is to strengthen of financial assistance system and enhance public services.(4) Basing on an descriptive feature model of regional innovation system(RIS),a quantitative analysis finds the orientation difference of regional science & technology policy(STP) and examines relationships between regional STP and the characteristics of a RIS. Based on empirical analysis of 30 chinese provinces, the research finds that the technology policy orienting to long-term innovative capability fits with the characteristics of local RIS, meanwhile there is no significant statistical difference among the policy orienting to immediate problem resolutions.(5) Focus on science and technology system characteristics, growth rate data and time series data are added to an improved artificial neural network prediction model. Empirical results show that not only the generalization capability of the prediction model is enhanced but also the prediction accuracy is improved.So the accurate predict of the development of regional independent innovation ability is achieved. Therefore the article has a double value of theory and practice.
