Rare earth, as a new functional material, has electrical, magnetic, optical, andbiological characteristics. It is an important raw material in national defenseconstruction, information technology, biotechnology and energy technology and otherhigh new technology fields. It also plays an important role in the reconstruction ofsome traditional industries, such as agriculture, chemical industry, building materials,etc.At present, our country is a country with the most abundant reserves of rare earth inthe world, and the domestic rare earth with a third of the world reserves. But it plays arole in supplying the majority of rare earth resources of the world demand. Since thefounding of New China, especially more than 30 years of reform and opening, Chinahas remarkable achievement in rare earth industry. However, at present, the socialcontribution rate of rare earth industry is small. It is not so matching with China'ssubject position in the production of rare earth resources. For a long time, it has notobtained the power of "discourse" and "pricing" in the international market, whichmatches with the supply of China rare earth resources. Investigating its reason, thedevelopment of rare earth industry in our country is not balanced. It is imminent towork out the suitable strategic planning of industry development for that.This Paper has several theoretical basis, such as the mineral resources, resourceeconomics, sustainable development theory, including the mineral resourcesexploration and development, regional development, industrial economic and tradepolicy and so on. And it has comprehensive processing and research analysis to theraw materials and data, using a statistical method, regression analysis, expert scoring,mathematical modeling, chart method, contrasting method and so on.This paper compares the annual production and reserves and processing capacity ofmajor "large production and application country" in the world. Based on this method,this paper puts forward to using linear regression, markov matrix method, combiningwith geology related methods to build the competitiveness index system theory, andestablish China's rare earth industry competitiveness evaluation model with thecountries all over the world. In order to realize the dynamic evaluation of China's rareearth future international competitiveness and make a prediction. According to themodel prediction, this paper puts forward eight suggestions: planning the rare earthresources development blueprint and indicating road to the industry development;implementing the national strategic reserves of rare earth and ensuring the long-termsupply; strengthening export control of the rare earth products and protecting interestsof the state; promoting the rare earth enterprise integration and increasinginternational competitiveness; supporting the rare earth industry technologyinnovation and promoting development relying on the science and technology;establishing national strategic alliances and obtaining "the power of discourse" in rareearth market; increasing mineral deposits exploration efforts and exploring potentialof rare earth resources; paying equal attention to development and recycling andrealizing the sustainable development.
